ASF brings over 25 years of experience in delivering legal aid worldwide. On issues of detention, ASF has consolidated an institutional strategy that combines a legal approach offering people in custody access to justice and a review of the legality of their detention, with a contextual analysis of the social, economic and political approaches to detention that lead to excessive deprivation of liberty.
About the Project
Whereas women make up the majority (51%) of the Ugandan population, they play a secondary role to men in most aspects of the social, economic and political life. In spite of progress in recent years, particularly in political and decision-making arenas, women still sit on the less favourable side of the gender gap. Pervasive gender inequalities include women’s limited share in wage employment in non-agricultural sectors, lack of control of productive resources like land, exposure to sexual and gender-based violence, educational inequalities with men, and limited participation in household and community decision-making. In addition, ineffective Sexual, Health and Reproductive Rights (SHRR) contribute to keeping women in structurally vulnerable situations.
The project is implemented in three priority areas:
• Northern Uganda, with a primary focus on Acholiland;
• Eastern Uganda, with a primary focus on Busoga and Karamoja. In both regions, GBV is deeply embedded within local customs;
• Western Uganda, with a primary focus on Bunyoro. The area hosts the development of extractive industries which primarily impact women, small land owners and artisanal farmers.
The project’s goal is to contribute towards “women and girls being empowered to pursue justice in an environment that serves their needs”. This is supported by two specific objectives, including that “women are in a position to demand justice” (SO1) and “decision makers mobilise to make women and girls’ rights effective” (SO2).

To achieve this, the following result areas have been developed:
Expected Result 1.1: Women are legally empowered to act
Expected Result 2.1: Legal aid and protection services are improved and tailored to respond to women and girls’ access to justice needs
Expected Result 2.2: Institutions are accountable for protecting and promoting women and girls’ rights

Baseline Objectives
The overall goal of the baseline is to
• Understand women’s pathways in accessing justice in Uganda
• The main forms of injustices affecting women and girls
• Highlighting women and girls’ recourse to justice mechanisms (state and customary)
• Existing social networks (formal and informal) available to support women’s rights
• Collect baseline values for project indicators
Methodology
A mixed methods approach will be employed for this baseline. Quantitative data will collect key information needed to respond to the logframe indicators whilst qualitative data will allow the baseline to look in depth at patterns identified to better understand the current context, perceptions, and practices around women’s access to justice.
The methodology will be discussed further with the selected consultant/s. For the purposes of developing the budget, the quantitative survey will consist of interviewing around 400 participants.

Additionally, the qualitative methodology will consider the following:
• 40 short interviews will be carried out with decision makers within the targeted areas to collect evidence on the following indicator: % of decision makers who demonstrate legal awareness of women and girls’ rights. Interviews will be carried out with decision makers, including at the village (LC1), parish (LC2), sub-county and district level (LC5). This will also include interviews with youth, PWD and older persons’ representatives in communities.
• 28 interviews will be led with female leaders, 7 in every region. Through these discussions we will work to map the existing social networks in each region.
• 20 case studies will be collected to highlight the key forms of injustice affecting women and their current recourse to justice mechanisms
• To reinforce these findings, 16 FGDs will be conducted: 8 focus groups with women (2 in each region), and 8 focus groups with men (2 in each region)
• 20 KIIs will be carried out with community mediators targeted by the project (5 in each region)

Timeline and Deliverables
ASF will be coordinating this baseline in coordination with project partners. ASF is looking to contract a Field Coordinator who has access to a team of enumerators to collect qualitative and quantitative data to respond to the project’s baseline questions.
The Field Coordinator is expected to work very closely with the ASF team and will be responsible for carrying out a training of enumerators, the supervision of data collection, coding of data and analysis (in coordination with the ASF team).

More specifically, the selected consultant will be expected to deliver the following:
● Initial briefing with the ASF team
● Recruit a team of supervisors/team leaders (if relevant), enumerators (qual. and quant.) and note takers (special consideration will be given to consultants with immediate access to an existing network due to time limitations)
● Manage the translation of all tools
● Organize a training on the methodology, tools and ethics of data collection (inc. do no harm)
● Manage the data collection by supervising the data collection team to ensure excellent quality of data
● Lead and supervise the coding of the data
● Participate in the analysis of the data with the ASF team

Profile
The Field Coordinator must have access to a network of enumerators ready to start data collection on the 1st of June. The Field Coordinator should have the following skills and experience:
• 5 years’ experience in field coordination and or research
• Background in gender equality and women’s rights required
• Experience in training enumerators
• Fluency in written and spoken English, knowledge of local languages would be an asset
• Computer skills – including Word and Excel. Previous experience using KOBO Collect is a strong asset
