EAM seeks to recruit a highly competent, motivated and qualified Finance Manager..
Responsibilities and Duties:
The Finance lvlanager (FM) is a senior position that is based fulltime in Gulu, Northern Uganda with frequent travel to Nimule in South Sudan. Shellie will be expected to establish and provide technical financial support, for EAM’s programs. This position plays a key role in ensuring that all transactions that are financial in nature are property documented and such support documents are securely and safely kept and in a retrieval form. The Finance Manager will be expected to provide:
Spiritual Leadership

Organizational Leadership
• Review/update EAM existing field financial policy and procedures manual.
• Provide financial oversight, including the maintenance and monitoring of the budget, tracking expenditures and projections
• Process check requests and wire transfer requests for payments to vendors in compliance with contract requirements
• Manage, review and process payroll, invoices and OFA payments in accordance with EAM financial procedures and policies
• Participate in ongoing analysis, forecasting and review of project expenses, accruals and projections
• Track the transfer of funds between headquarters and the country office, and manage accounting and finance records of in-country expenses, including developing tracking and monitoring all financial project activities and maintaining current expense date
• Draft quarterly and annual financial reports on financial status of project expense and budget expensesfintormation and forward to CD for review
• Prepare monthly field expense reports, and report monthly expenses to HQ offices
• Provide Head of Programs and the Country Director with current project financial status
• Ensure the finance policies and procedures are communicated, understood and implemented throughout all EAM programs.
• Ensure EAM finance policies and procedures comply ith south Sudan and Uganda laws and regulations.
• Review monthly with SMT the financial performance of EAM to insure compliance with budget guidelines or need for budget addendums, appropriate expenditure documentation and approvals, and spending adjustments as necessary
• Review monthly the project documentation of expenditures and coding accuracy; provide monthly feedback and training to project managers concerning proper coding, record keeping and expenditure decisions
• Direct and oversee monthly yearly reconciliations, VAT reimbursements, inventory lists, etc and coordinate submission to CD and US office
• Direct with CD and US input the yearly program budgets and quarterly fund requests.
• Oversee all governmental, corporate, audit and tax compliance
• Verify and sign all NGOs and banking documents
• Provide financial management and system trainings for staff
• Travel to Operational Focus Area as necessary and provide oversight to field office financial system and processes it any
• Responsible to develop tracking and monitoring system tor procurement, inventory, and requisitions.
• Prepare and submitfinancial reports as required by the local government laws.
• Review and approve the financial close-out of program activities, verify documentation and information is complete
Networking outreach
• Stay informed on South Sudan and Uganda Government Bank rates changes and direct as necessary in Finance practices.
• Builds and facilitates relationships with Finance Managers from peer organizations.
Qualifications and Experience:
The ideal candidate will be a strategic thinker and planner with extensive management experience in a developing country.
Specifically they will have:
• Passion for Jesus and practically demonstrating his love to others.
• Commitment to EastAtrican Ministries mission and values.
• Bachelor's Degree in Accounting! Commerce/Finance & Full Level ll Qualification in ACCA/CPA
• Knowledge of accounting software required Advanced Excel Tools & Formulae for Finance & Accounting working knowledge
• At least 5-7 years’ experience working in a Finance Manager role with an international development organization
• in depth experience with budget development and monitoring
• Experience working in Uganda, South Sudan or similar developing country.
• Knowledgeable about Uganda Financial laws and regulations
• The ability to work well under pressure, especially when faced with delays or stressful situations.
• A servant leadership approach to managing a team.
