The Maternal and Child Survival Program (MCSP) is USAID's global maternal, neonatal and child health integrated technical support program. MCSP engages governments, policy makers, private sector leaders, health care providers, civil society, faith-based organisations and communities in adopting and accelerating proven approaches to address the major causes of maternal, newborn and child mortality and improve the quality of health services from household to hospital.

To facilitate scale up and adoption of best practices from previous interventions, USAID has requested MCSP to implement an 18 months long integrated Maternal Newborn and Child health (MNCH) project in Uganda starting November 2016. The project will be implemented in five districts of Eastern region of Uganda managed by John Snow Inc. (JSI) on behalf of the global MCSP program.

MCSP in Uganda would like to fill the following positions:

Finance and Administration Manager (FAM) Kampala

The FAM will support the project in administering and accounting for the human, material and financial resources. The FAM will be responsible for setting up and maintaining office space at national level and possibly in a district office and for establishing and managing the project's financial, administrative, personnel, logistics, and communications systems. The FAM will ensure consistent adherence to USAID regulations, JSI policies, and standard accounting procedures. The position will be based in Kampala, Uganda with approximately 15% time traveling/working in supported districts. The FAM will report to the Chief of Party (COP) at the national level and other MNCH and health partners in the selected districts. '

Specific responsibilities:

  • Adapt JSI’s and MCSP's financial, administrative, and personnel systems for use by the Uganda program
  • Establish MCSP project offices in Kampala and possibly in a district office in the Eastern region
  • Procure and supervise the procurement of furniture and equipment for the Kampala and district offices
  • Develop operational and financial procedures that facilitate the work of project staff and their counterparts
  • Manage the recruitment and training of the project’s administrative and support staff in all offices; organize and engage in team building activities to ensure a well-informed and cohesive staff
  • Supervise financial and administrative staff working in the Kampala and district offices
  • Ensure compliance with USAID regulations and JSI procedures in the implementation of all project activities
  • Assist the MCSP/Uganda Chief of Party in contract compliance and related issues
  • Negotiate grants and contracts with non-governmental organizations (NGO), should such grants and contracts be required
  • Establish and maintain clear and regular communications with Uganda district teams and offices to maximize operational effectiveness
  • Support the Team Lead and Chief of Party in maintaining an open and continual information link with USAID/Uganda and MCSP headquarters In Washington, DC
  • Consolidate and provide consolidated monthly field financial reports to MCSP/Uganda Chief of Party and MCSP/ headquarters in Washington, DC
  • Ensure all transactions and activities are conducted in accordance with generally accepted accounting principles or standards
  • Assist the MCSP/Uganda Chief of Party in ensuring that MCSPI Uganda financial controls and systems comply with JSI accounting practices and meet USAID standards
  • Act as primary lead in any audits or finance and administrative reviews of the MCSP Kampala or district-level offices

Qualifications

  • BA in business, accounting, or related field
  • 6 years or more of experience working on a project sponsored by the US Government and /or an international NGO
  • Experience in the management of USAID contracts and grants strongly preferred
  • Proven skill and practice in financial management
  • Experience supervising finance and administrative employees based in multiple locations
  • Knowledge of US Federal Acquisition Regulations (FARS), US Agency for International Development
  • Acquisition Regulations (AIDARS), US Office of Management and Budget (OMB) Circulars
  • Advanced skills in the use of Microsoft (MS) Office, including MS Word, Excel and PowerPoint
  • Proficiency in written and spoken English
