BACKGROUND:
Uganda Learning Activity is a USAID-funded project: whose purpose is to further strengthen USAID/Uganda performance and improve the performance of its implementing partners, with a focus on collaborating, learning, and adapting (CLA), in order to enhance the impact and sustainability of USAID-supported contributions to Uganda's development. The ULA will achieve this through three OBJECTIVES:
• Collaboration: Strengthened collaboration, both internally and with external stakeholders, enables USAID to better leverage expertise, learning, and resources: and deepens local ownership.
• Learning: Systematic learning, through applied research, monitoring, and evaluation, informs and improves the relevance, quality, and cost-effectiveness of programs and operations.
• Performing: Adaptive management of program implementation and meta-level interventions to improve the quality of USAID program outcomes.
POSITION OVERVIEW
USAID/Uganda is preparing to develop a new CDCS for 2022-2027. To inform the new CDCS and future programming, USAID/Uganda intends to conduct a gender analysis/assessment as follows:
• Conduct a country-level Gender Analysis and structure report recommendations by Mission sectors (Health, Education, Governance, and Economic Growth) to provide a framework for effective integration of gender equality and female empowerment in its programs.
• This responds to USAID's gender requirements and complies with ADS 201.3.2.9 and ADS 205 which require that Strategic Pians reflect attention to gender concerns. Namely that it analysis identifies the macro or sectoral level societal gender inequalities or obstacles to female empowerment so that gender equality and female empowerment can be reflected in the CDCS Goal. Development Objectives (DOS), and intermediate Results (IRS) and sub-intermediate Results.
GENDER ANALYSIS:
An analytic, social science tool that is used to identify, understand, and explain gaps between males and females that exist in ; households, communities, and countries and the : relevance of gender norms and power relations in a specific context. Such analysis typically involves examining differences in the status of women and men and their differential access to assets, resources, opportunities, and services: the influence of gender roles and norms on the division : of time between paid employment, unpaid work (including subsistence production and care forfamily members), and volunteer activities; the influence of gender roles and norms on leadership roles and decision-making; constraints, opportunities, and entry points for narrowing gender gaps and empowering females; and potential differential impacts of development policies and programs on males and females, including unintended or negative consequences.
PERIOD OF PERFORMANCE:
The period of performance for the gender analysis and assessment is estimated al three and a half months. OED anticipates 70 days of LOE for the National Expert, USAID/Uganda. .
RESPONSIBILITIES:
The Gender Assessment National Expert will be responsible for the following tasks:
• Supporting the development and implementation of the assessment plan, including the assessment workplan and milestones for the various stages of the assessment.
• Working closely with Team Leader to finalize the gender assessment questions and framework, assess and analyze the most relevant documents and data and develop the inception report. Supporting the assessment design, including conducting a literature review, the development of data collection tools, and data analysis. This will include interview guides. online questionnaires for stakeholders who have access to Internet, and remote discussions with key. stakeholders using structured tools.
• Participating in discussions and key informant interviews with key donors, NGOs active in gender-related areas, and Government of Uganda (Gou) and USAID officials.
• Facilitating data collection using virtual or remote methods and participating in primary and key findings and conclusions discussions from the field work.
• Conducting data analysis and writing of report immediately after the fieldwork and out brief with USAID/Uganda.
• Drafting Assessment report that will present the findings and recommendations under each assessment question, expected results, present an action plan, and incorporate client feedback for final.
• Working with the Team Leader to organizing a dissemination workshop to share the key findings, conclusions and recommendation with USAID, IPsand relevant Ugandan officials

• Collaborative, ability to work with colleagues and partners across sectors and outside traditional functional expertise in order to catalyze activity toward shared objectives. Knowledge of Microsoft Office Suite
QUALIFICATIONS
• Bachelor's in International Davilopment, Gender Studies, or another relevant field.
• Minimum five (5) years' experience in gender, inclusive development, or related field.
• Prior experience developing and implementing assessments for USAID. Understanding of USAID and development programming, Understanding of development partner and host country government development landscape, key stakenolders, and potential USAID partners within respective project focus areas.
• Familiarity with Ugandan culture, legal landscape, and history regarding gender and social inclusion. Knowledge of Ugandan specific context for lesbian, gay, bisexual, transgender, and intersex (LBGTI] persons is critical.
EDUCATION
• Bachelor's in International Davilopment, Gender Studies, or another relevant field.
EXPERIENCE:
• Minimum five (5) years' experience in gender, inclusive development, or related field.
• Prior experience developing and implementing assessments for USAID. Understanding of USAID and development programming, Understanding of development partner and host country government development landscape, key stakenolders, and potential USAID partners within respective project focus areas.
