The Government of Uganda (GoU) has received financing in the amount of USD 608 million equivalent from the World Bank towards the cost of the Electricity Access Scale-Up Project (EASP) Project and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.

The project includes the following components:
Component 1: Grid Expansion and Connectivity: Consumer connections (no-pole and one-pole) for at least 1,000,000 connections and investments in the new grid infrastructure to accommodate additional connections and electricity grid extensions will be implemented. The project will procure the following goods; (i) electricity poles, transformers, bare conductors, LV ABC Cables and accessories; () connection materials, and (i) assorted office equipment & accessories. Service providers and consultants will be required for the following services, (1) Materials Logistics (ii) Resettlement Action Plans (RAPS), (ii) marketing and mobilization, (ii) independent Verification Agent of connections, (iv) Tender document preparation for Solar electrification (v) Development of Environment, Social, Management system (ESMS), and; (vi) development of an e-mobility strategy.

Component 2: Financial Intermediation for Energy Access Scale-up: A credit support facility for participating financial institutions, results-based financing for solar home systems, improved cook stoves, and productive use equipment and off-grid electrification of public institutions that are hard to reach schools, health facilities and water pumping facilities. The project will procure an Independent Verification Agent for Results Based Financing (RBF) Program.
Component 3: Energy Access in Refugee Host Communities: This will provide interventions under components 1 and 2 but specifically in the Refugee Hosting Districts (RHDs).
Component 4: Project Implementation Support and Affordable Modem Energy Solutions.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Procurement Regulations for IPF Borrowers (July 2016 revised in November 2017, August 2018, November 2020, and September 2023) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank's external website, Ministry of Energy and Mineral Development (MEMD) Website at https://www.memd.gouallibrary/tendersprocurement and in the New Vision, The Daily Monitor and/or The East African as well as technical magazines, newspapers and trade publications of wide intemational circulation.
