Overall Job Purpose
The GSU is a global unit with the aim to strengthen operational systems and processes at country office level and function as 2nd level of control. To this end, strengthening capacities at country office level will be a key priority over the coming years, empowering country offices to implement country strategies, take full responsibility for the delivery of the programme portfolio in country and for the operational business of the country offices. Within this framework, the mandate of the Global Support Unit (GSU) is to strengthen country offices as 1st level of control of operational business through capacity building combined with hands-on support with regards to finances, logistics, IT and HR and to function as 2nd level of control for operational support – finance, logistics, IT and HR. This position will report to the Head of Global Support Unit.
In a Nutshell
You will:
• Be responsible for reviewing and standardizing operational HR processes and guidelines across all Johanniter Project Countries.
• Ensure that the organisational HR strategy is delivered through the global support-operating model, which complies with Johanniter HR and overall organisational objectives.
• Guide and support HR teams in the various country offices to ensure that guidelines are followed and complied with.
• Support the capacity building to the GSU and the Country Offices’ HR staff to empower them to be accountable for their responsibilities.
• Will be key in supporting the Head of GSU to ensure that it delivers on its mandate.
What you will do:
Strategy and Vision
• Actively supports the values of Johanniter and shapes the work of the GSU HR team according to these values
• Contributes to the implementation of the global HR strategy of Johanniter International Assistance in close cooperation with the Global HR-Community
HR Management
• Participates in the recruitment process & selection of HR staff in Country Offices
• Works closely with HQ HR desk and Country Offices to improve, standardize and optimise HR systems, structures and processes in JIA countries to build an effective global HR function
• Provides technical support and guidance to Country Offices to prepare monthly/annual HR statistics
• First point of contact for all Country Offices regarding all personnel and labour-related matters with support of HQ HR-team
• Works closely with HQ HR desk and Country Offices on policy development and implementation of headcount planning, recruitment and selection, staff learning and capacity strengthening, performance and talent management as well as benefit and reward management
• Supports the creation/revision and implementation of HR national staff guidelines
• Follows HR debates and trends and supports Johanniter International Assistance to develop its position and represent these in various fora
• Promotes activities and policies that promote safety and wellbeing of all staff in fulfilling its duty of care
• Conducts periodical checks on compliance of HR processes and practices to ensure compliance of organizational polices and labour laws
Capacity Strengthening
• Supports the Head of GSU the in development and roll out of JIA Leadership and HR Strategy
• Visits countries to help ensure quality is maintained in all aspects of HR management (HR standards and guidelines, policies and processes, headcount planning, HR management)
• Arranges and performs trainings and coaching for HR staff in Country Offices to make sure common standards are maintained
• Enables HR staff in Country Offices to provide capacity development to partners and staff to increase their HR competence
• Enables HR staff to prepare HR Statistical reports
Communication and representation
• Participates actively in JIAs Global HR Community
• Represents Johanniter International Assistance (JIA) in relevant bodies and networks
• Promotes best practices in HR management
• Ensures all stakeholders receive regular updates related to any changes in HR systems and processes
• Supports the establishment and effective implementation of strong peer-to-peer support across CO and between all levels of the organisation
What you bring:
• Relevant Bachelor’s degree from a recognised university in HR-Management or alike
• Several years of professional experience as HR generalist in an international humanitarian context and/or in the non-profit sector
• Experience in multi-cultural context with a diverse team in different countries would be an asset
• Very good knowledge of labour, tax and social security law of various countries
• Social competence, empathy and service orientation as well as strong communication skills
• Sound knowledge of MS Office programmes
• Excellent communication skills, orally and in writing, ability to present HR matters to non-HR managers
• Ability to lead, manage and supervise multi-cultural staff in multiple and remote locations
• Ability to deal with conflicts, manage resistance, remaining focused and cope with frustration
• Training and coaching skills
• Adaptable work style; effective in dealing with ambivalent situations
• Willingness to travel to project countries, even under difficult security conditions
• Fluent in English; knowledge of German/French/ Spanish would be an asset
• Self-motivated and able to adapt to new situations
• Able to work in teams and motivate colleagues
• Good sense of humour
What we offer:
Remuneration: 54159,36 – 57009,84€/annum gross (Johanniter AVR DWBO Annex Johanniter internal tariff and relevant previous experience).
Benefits: 13th cheque, social security (lump sum 375€/month for expats not under German social security); housing allowance 300€/month; international insurance package; 30 days annual leave; yearly home flight (for contracts > 1 year); Cost of Living Allowance currently 1020€/month for Uganda).
