HIV/AIDS COORDINATOR
Peace Corps is an international autonomous agency of the US Government with operations in over 60 countries. It operates in Uganda by the invitation of the Government of Uganda. Peace Corps Uganda has memorandum of understanding with government ministries that outline broad areas of agreement of cooperation regarding the work of Peace Corps Volunteers in Uganda. Volunteers are assigned to government and non-government agencies and organizations, community based organizations, universities, colleges and schools who partner to enable Volunteers to provide capacity building in Education, Health and Community Agribusiness. Peace Corps also aims to build cultural understanding between Americans and Ugandans.

JOB DETAILS:
1. Minimum Requirements:
At a minimum, the successful candidate’s CV must demonstrate the following:
• Education: A University degree in a health field relevant for projects addressing HIV/AIDS
• Experience: At least five years of work experience related to HIV/AIDS capacity building
• (prevention and care of People Living With Aids and Orphans and Vulnerable Children), sexual
• reproductive Health among youth and adolescents, and monitoring and evaluation with relevant
• government agencies, not-for-profit organizations, or private businesses and individuals.
• Skills: Superior representational skills; willingness to contribute actively in frequent stakeholder
• meetings (USG, CSOs, MOH, etc.) Strong M&E and writing skills, attention to detail and ability to
• implement complex tools related to President's Emergency Plan for AIDS Relief (PEPFAR).
• Other skills: Excellent computer skills including word processing and spreadsheet programs;
• excellent command of English, both spoken and written; native ability in spoken and written at least
• one Ugandan language.
• Good understanding of, and ability to comply with US. Government policies and guidelines.
• Excellent communication skills with the ability to collaborate with different teams and departments.
• Ability and willingness to travel extensively throughout Uganda as needed for implementation of
• the program and as in line with the job
• Ability to work on a regular Monday through Friday schedule with occasional evening and
• weekend hours when necessary.
• Must be legally able to work in Uganda
2. Preferred Qualifications:
• Education: A Master’s in public health or relevant field.
• Experience: At least two year’s work experience in PEPFAR coordination and familiarity with systems and processes.
• Skills: Good organization and time management skills; willingness to take the initiative; excellent
• teamwork skills, strong service attitude; personal integrity; strong cross-cultural skills; strong interpersonal skills, strong interest in Uganda’s development.
• Ability to work independently with little supervision; experience developing and managing project
• plans with multiple internal and external stakeholders.
3. Background

Volunteers are assigned to government and non-governmental agencies and organizations, community based organizations, colleges and schools who in partnership enable Volunteers to provide capacity building in Education, Health; Agribusiness and Community Economic Development. The work of a Peace Corps Personal Services Contractor (PSC) is not limited to the Statement of Work: active support of the Peace Corps mission is paramount to the job because contractors are representatives of Peace Corps in the country.
4. Objective of the Position
The Peace Corps Uganda HIV/AIDS Coordinator is a key member of the Programming Team. S/he will provide thought leadership and oversight of PEPFAR management and coordination, including serving as an active member of the U.S. Government PEPFAR coordination team, participating in targeted site placements, training Peace Corps Volunteers and Trainees (PCT/Vs) on HIV/AIDS- related topics, curriculum and tools, supporting PCVs to implement HIV/AIDS prevention activities in their communities, and ensuring the timely preparation of all PEPFAR deliverables. S/he will be responsible for developing and implementing the strategy for Peace Corps Uganda to meet PEPFAR targets. S/he will collaborate closely with the Programming Team, Training Team (during Pre-Service and In-Service training events), partner organizations, and PCT/Vs across all sectors (Health, Agribusiness, and Education).
5. Tasks & Deliverables
Management Administration - 40%
• Provides input and works on tasks effecting overall post management and the success of the Peace Corps PEPFAR program. Works with staff to create and implement a uniform and complementary programming and training plan that includes HIV/AIDS prevention strategies.
• In coordination with the Director of Programming and Training, participate in PEPFAR meetings, including but not limited to: Prevention and OVC technical working groups, Determined Resilient Empowered AIDS-free Mentored and Safe women (DREAMS) coordination meetings, Country Operational Plan (COP) planning meetings, , MOH, CSO meetings, PEPFAR-related presentations, and other stakeholder meetings related to PEPFAR, etc.
• Participates in the development and review of the PEPFAR COP and other Peace Corps documents.
• Coordinates with Program Managers on the development, implementation, monitoring and evaluation of the Peace Corps Uganda PEPFAR Implementation Plan.
• Collaborate with Peace Corps Uganda Partner organizations and provide technical support where necessary, to ensure timely achievement of PEPFAR targets.
• Coordinates the development of other PEPFAR documents and reports.
• Collects and reports strategic information as required by Peace Corps and the Office of the Global AIDS Coordinator (OGAC) for semi-annual and annual reports.
• Reviews the technical content of grants that Volunteers and their communities can access through PEPFAR funds to support HIV/AIDS activities; promotes awareness of and understanding of grant criteria and processes to PCVs and to partner organizations.
Volunteer / Partner Training and Support - 30%
Plans and coordinates a comprehensive HIV sector training program, including Pre-Service and In- Service Trainings, Cross –sector specialized trainings and cross sector meetings, which provide Trainees and Volunteers and partner organizations with knowledge and skills to successfully fulfill their activities related to HIV/AIDS. Maintains communication with and provide support for each assigned Volunteer and partner organization. Conducts regular site visits to provide technical support and to monitor PCV’s and partner project work and personal adaptation. Helps PCVs and partners evaluate their work and plan for the future. Works with PCVs and partners to identify community projects and advises when seeking funding. Reviews and approves/disapproves Volunteer community projects involving requests for external support.
• In collaboration with the PC training manager and program staff, design and implement pre – service training and in-service training and cross-sectoral specialized trainings on HIV / AIDS for all Peace Corps Trainees and Volunteers and their community counterparts.
• Ensure that all Volunteers have been trained to collect appropriate data for reporting purposes.
• Work with the Training Manager, administrative unit and Health Program staff to ensure logistics are organized appropriately for training events.
• Keep the programming team updated on current PEPFAR districts and participate in site preparation and targeted placements to meet set targets
• Identifies and collects HIV/AIDS materials for training, and identifies guest speakers to participate in sector-specific training activities.
• Reads PCV trimester reports and provides appropriate technical feedback and support.
• Participates in the formal interviews with Volunteers during their pre-service training to determine placements, monitor and evaluate their progress in training.
• Regular training events this position is responsible for leading the planning of includes the Evidence Based Curricular. Takes a lead role in providing technical and administrative support to a highly motivated committee of PCVs focused on HIV/AIDS activities
M&E supervision - 25%
• Responsible for training PCT/Vs on HIV/AIDS-related data collection tools, compilation and analysis of data, and reporting to PEPFAR.
• Supports the MRE Specialist. Peace Corps Uganda receives a substantial portion of its annual funding through PEPFAR and therefore reporting requirements constitute a large share of both the MRE Specialist and the PEPFAR Coordinator’s efforts.
• Reviews Volunteer reports, advises and resolves issues related to reporting on PEPFAR indicators.
• Develops relevant communications materials related to PCVs’ work in the area of HIV/AIDS programming – for use in meetings, presentations, website updates, etc.
• Trains relevant Peace Corps staff and partner organizations on PEPFAR M&E requirements and systems.
• Develops written content such as success stories, sections of annual reports, etc. related to Peace Corps’ HIV work.
Other Duties – 5%
• Periodically serves as post duty officer responsible for weekend and after-hour emergencies
• Contributes articles on HIV/AIDS and PEPFAR to Volunteer newsletters.
• Perform other duties as assigned by the CD or the DPT to assist Peace Corps to successfully carry out its mission in Uganda.
6. Standard Roles and Responsibilities
A. S&S: Addresses Volunteer safety and security by adhering to Peace Corps site development policies and procedures. Identifies and immediately communicates Volunteer safety and security concerns and issues to the Safety and Security Manager (SSM) and the Country Director (CD). Assists Program Managers to ensure that prospective sites meet established programmatic and safety/security criteria (e.g., safe housing, a clearly defined assignment with an organization that shows real interest in working with a Volunteer, etc.). Reviews and references site history files when evaluating potential sites, and incorporates appropriate safety and security-related information into site history files. Monitors Volunteer compliance with Peace Corps policies, especially related to safety and security. Participates in the design and implementation of the Emergency Action Plan (EAP). Acts as duty officer, as needed. Knowledgeable and supportive of Peace Corps safety and security policies and procedures, including the timely reporting of suspicious incidents, persons or articles.
B. If there is a time at post, due to the COVID-19 pandemic or for any other reason, when there are limited or no Peace Corps Trainees and/or Volunteers (jointly referred to as “Volunteers”) at Peace Corps/[Country], the PSC may be temporarily assigned during that period, as determined by the Peace Corps Country Director (CD), to carry out additional duties and responsibilities in furtherance of the goals of the Peace Corps in order to enhance the ability of Peace Corps Volunteers to perform functions under the Peace Corps Act, including facilitating a safe environment in order for the successful return or increase of Volunteers.
This temporary assignment may require the PSC to provide services and/or support beyond what is listed in their current Statement of Work (SOW). The services and/or support may take many forms, examples of which may include but are not limited to, training, providing administrative, technical, medical, and/or operational assistance, building on host country programs, etc. This temporary assignment also may require the PSC to provide these services and/or support to individuals/organizations other than those listed in their current SOW such as host country government, partner organization(s), community member(s), staff, and/or contractors.
7. Logistics, Level of Effort & Duty Station
• The Duty station is the main office that is located in Kololo, Kampala. This position is full time and the candidate will be expected to carry out their duties during a 40 hour work week. Events may require occasional work in the evenings and on weekends and holidays. May carry a duty phone.
• Available Guidelines: Peace Corps Manual and PEPFAR guidelines.
• Exercise of Judgment: Broad exercise of judgment within the confines of job responsibilities.
• Authority to Make Commitments: The PC Uganda HIV/AIDS Coordinator is expected to research, negotiate, and suggest solutions within the confines of the job responsibilities.
• Nature, Level and Purpose of Contacts: Works closely with Program Managers, DPT, Training Manager, Country Director, and Peace Corps Trainees and Volunteers, and with partner organizations. Communicates at all levels as required by the job responsibilities.
