Description
Location: Kampala, Uganda with frequent travel to the field
Reporting to: Uganda Country Representative
Number of direct reports: 2 Programme Officers

Contract Type: Full time, fixed term one year, with possible extension

The Head of Programmes and Partnership will work closely with the Country Director to develop and deliver country office strategy, with direct responsibility for programme delivery. He/She will oversee Street Child’s partnership approach, ensuring meaningful and equitable relationships with local, national, and international actors. At Street Child, we believe supporting local organisations and leveraging their expertise is essential to effective, efficient interventions and enabling sustainable longer-term impact. In Uganda, Street Child does the majority of our implementation with Local and National Organisations. This role will be a champion of local actors and ensure they have the resources they need to implement programmes successfully.

The ideal candidate has a strong record of programme management and strategy delivery, experience working with or advising senior management, excellent communication skills, and demonstrated leadership abilities. Analytical thinking and the capacity to research innovative intervention methods, as well as creativity and flexibility are also expected.

Key Responsibilities
Local Leadership and Partnership Management
• Work with local Street Child partners [currently 9] to ensure they have the resources they need to implement successful programmes. This includes developing and monitoring individual Capacity Strengthening Plans for each partner that detail the specific areas they would like to strengthen upon.
• Act as Street Child focal point for all local partners, coordinating queries and tasks between Street Child, or the donor, and the partners. This will involve filtering requests from donors and following up with partners to ensure all deadlines are met.
• Identify challenges and delays faced by local partners and work collaboratively and supportively with them and other stakeholders to identify and implement solutions.
• Ensure that technical support areas of implementing local partners are identified and addressed to ensure quality programme delivery. Consequently, identify key areas required by partners for group capacity strengthening sessions and design and conduct such trainings.
Programme Management
• This role will have ultimate responsibility for ensuring all programmes, including programmes implemented by partners, are so of high quality, good value for money and are in line with donor requirements.
• Ensure the Street Child programmes team has the resources they need to provide support to the partners to implement the programmes. This includes finalising and reviewing programme and donor documents such as work plans and reports.
• Provide strategic guidance and report to local partners in particular in planning and implementing a coherent, quality and innovative education programme.
• Ensure the development and application of harmonised approaches for implementing the programmes, including the development of standards and frameworks for monitoring, evaluation, accountability and learning (MEAL).
• Ensure the production and timely submission of evidence-based and high-quality technical/narrative and financial reports to be submitted to the donors and shared back with local partners.
• Coordinate the design and development of SC Uganda proposals to donor on behalf of the organisation for approval by the Country Representative and Programme and Quality Manager before submission to donors.
• Travel to project sites allover and conduct regular monitoring of projects together with project team to ensure the set quality is met across all partners.
• Organise project joint review meetings with local partners, stakeholders to ensure planning/implementation of projects are informed by the outcomes of the reviews.
Coordination and Relationship Management
• Ensure coordination with the different partners we work with, sharing information and updates on relevant programme activities.
• Act as the focal point for partners and stakeholders and channel queries and questions to the appropriate teams.
• Represent Street Child at coordination meetings and events, and advocate for Street Child's work. This includes presenting at multi-stakeholder meetings and hosting learning events where Street Childs work is shared.
• Create key relationships with donors, and other stakeholders such as the Government of Uganda and other international agencies. In conjunction with the Senior Management Team, identify and develop local partnerships and/or consortia with NGOs, institutions, companies; on technical priorities or important topics in the area.
• Strengthen and maintain links between Education and other thematic areas in areas of operation.
Leadership Management
• Oversee and lead the programmes team, providing all staff with the support they need to implement the programmes successfully. This role will manage at least 2 field-based Programme Officers.
• Hold overall budget responsibilities for all programmes and ensure partners / programmes are working within the budget. Where necessary, work closely with finance to initiate budget realignments.
• Lead team meetings including programmes meeting, joint M&E and programmes meetings, and monthly BVA reviews.
• Support the development of the country office strategy and provide guidance on how its implemented. This role will lead the implementation of the programme strategy.
• Be and active members of the Senior Leadership Team in country and provide strategic guidance for the country office.

Requirements
Essential qualification and experience:
• Post-graduate degree in Project planning and management or a related field with additional training in project planning and management techniques
• Recommended a minimum of five years of relevant experience as Head of programs/Head of Programmes or a similar position
• Strong leadership, management, and coordination skills, including experience leading a large programme and team
• Proven experience working with local partners and managing consortiums.
• Proven experience in developing and managing high-quality, innovative, and cost-effective technical education projects in complex environments, preferably in Uganda and with International NGOs
• Proven experience and skills in research and advocacy, and influencing institutional, private, and/or corporate donors, and writing up high-quality donor reports
• Experience in providing capacity building for other organisations of their systems, partners, and staff
• Ability to extensively travel for project monitoring and provide on-site technical support to field teams
• Experience in management of finance, and budget monitoring, and risk management.
• Experience in solving complex issues through analysis, definition of a clear way forward, and ensuring buy-in
• Highly numerically articulated with a track record of data manipulation and reporting systems.
• Highly diplomatic with strong oral and written communication skills (English)
