Responsibilities
• The Human Resource and Administration Manager is a strategic role responsible for Human Resources Management, General Administration of facilities, fleet maintenance, and procurement.
• The Human Resources and Administration Manager works with VisionFund leadership and Partners to ensure that VisionFund Uganda HR practices meet applicable standards and requirements.
Strategic Planning
• Formulation, implementation and review of HR policies and Procedures
• Collaborate with the CEO/ Managing Director and provide strategic direction on people related matters and establish human resources objectives in line with the organizational objectives.
• Develop and implement Company-wide HR Programs to ensure best practices within organization.
• Ensure standardization in the implementation of HR Policies and Processes across all business locations.
• Assist in defining the structural and cultural changes required by the organization from time to time.
• Prepare and manage the HR department’s annual plan and budget aligned to VFU’s annual operating plan and long term strategic direction.
• Manage Talent and monitor implementation of VFU’s Succession Plan.
• Understands and shares the Vision, Mission and values of VFU to staff and ensures understanding of the same by all staff.
• Partner’s and coordinates with Management on the preparation of the functional operational budgets
• Maintain the HR policy in line with changing organization needs and legal requirements
• Develop, communicate and implement standard operating procedures to promote efficiency and consistency in handling day to day HR needs by Line Managers and staff
• Advising leadership and staff on the interpretation and application of specific policies and procedures to individual employee situation
• Contributes in senior management strategic planning, with particular responsibility for HR policies and procedures and administration
• Prepare monthly management report pertaining to HR and administration issues
Resourcing
• Collaborate with Line Managers to define headcount required, set skills and attitudes for each position including managing the Assessment Centre and Interviews in line with Group Standard
• Develop processes and tools to efficiently and effectively meet VisionFund staffing needs on a timely basis i.e. assessment, recruitment, candidate screening, selection, hiring and orientation
• Work with hiring managers in planning and coordinating hiring termination processes
• Develop and Lead hire orientation program
• Timely renewal of employee contracts
• Lead the senior management in succession planning
Effective management of Employee Relations function
• Support Vision Fund with disciplinary processes conducted, ensuring compliance with the Company’s Code of Conduct and procedures
• Competent representation of the Company in all disputes referred to the Labor court
• Ensure accurate and timely employee communication and communication structures.
Compensation
• Provide advice on Compensation and Benefits to ensure the company remains competitive within the market.
• Periodically research and recommend cost of living adjustments
• Coordinate with finance to ensure timely process of payroll.
• Maintain and administer employee insurance, pension, accident cover and ensure timely renewal of vendor contract
• To ensure that staff welfare is provided as anchorage for employee motivation
• To ensure that Health insurance policy for all employees
Procurement
• Analyze the purchase request from the user departments and determine the appropriate method of procurement
• Provide oversight and guidance to the procurement committee;
• Procurement to be in line with the procurement policy
Effective management of training, development succession, talent and performance management
• Administer the monthly, quarterly and annual performance evaluation process as required by the policy
• Recommend employees recognition activities to honor individual milestones and achievements
• In consultation with the senior management, develops performance indicators and standards in promoting staff to higher post
• Coordinating staff training requirements
• Create an induction program for new staff orientation including content and schedule.
• Implement strategies and activities that instill a performance management culture in the organization
• Reviews and upgrades the performance appraisal instrument, at least yearly to determine effectiveness and applicability; Conducts consultations with department heads to determine performance indicators and benchmarks per position;
Security Management
• Handle all security alerts to both staff members and visitors
• Facilitate training on security to the staff members
Administration
• Fleet management
• Property management
• Stores management
• Life insurance management and timely payment of the pension to insurance company
Working Environment / Conditions:
• Office environment: typical office based with some travel
• Travel: 80% Domestic and 20%international travel is desired.
• On call: No in the after normal working hours
Qualifications
• A Master's in Human Resources.
• A University Degree preferably in Human Resources, Social Sciences or Organizational Psychology
Details of experience
• 5 Years’ experience in Human Resource at managerial level
• Familiarity with the relevant personnel management issues and trends
Work Hours: 8
Experience in Months: 60
Level of Education: Postgraduate Degree
