About the Role
GOAL is currently seeking to hire an experienced, qualified Human Resources Officer to join our team in Kampala under the Markets for Youth Program. This is an exciting opportunity for you to join a dynamic International NGO and to apply your skills in Human Resources. Under the supervision of the Human Resource Team Leader, the Human Resource Officer is responsible for providing support to all Human Resources functions for the Young Africa Works in Uganda: Markets for Youth Programme. This will include implementing GOAL HR Operating Policies and Procedures which cover recruitment, orientation, Staff Insurance, Leave Management, performance management, staff wellbeing and exit management.

To be successful in this role, you will need:
Essential
• Bachelor's Degree in human resources management or public administration.
• 3 years working experience in a similar role
• Excellent communication skills
• Good PR and negotiation skills
• Excellent interpersonal skills for a cross-cultural work environment
• Good analytical skills
• Excellent computer literacy skills in MS Office

Desirable
• Knowledge of HR metrics
• Flexibility to adapt to changing requirements
• Ability to work independently while being a strong team player.
• Commitment to consistently improving and developing innovative HR solutions in response to HR/organizational Country Program challenges
• Demonstrated proactive problem-solving skills.

The key responsibilities of the role will be:
1. Recruitment and On-boarding:
• Support all M4Y programme recruitments in line with GOAL’s recruitment and selection procedures
• Provide technical advice and support on development of job descriptions to requestors and ensure requestors follow the recruitment process as laid out in the procedure for new positions
• Update the recruitment tracker weekly and represent HR in weekly M4Y program meetings
• Work closely with the HR in-charge of casual and temporary workers on all requests for the M4Y programme.

2. Staff Wellbeing
• Coordinate field staff engagement activities for the M4Y Programme
• Work closely with HR in-charge of medical insurance on enrolling staff and dependants on the scheme and timely forward any service provision concerns
• Work closely with the HR Team leader on ensuring that the annual engagement calendar activities (including wellness support) are realised

3. Performance management
• Ensure all newly onboarded staff have job descriptions to facilitate objective setting.
• Coordinate with HR Team Leader to ensure all GWG refreshers are conducted.
• Coordinate timely performance appraisals for all M4Y staff in coordination with line managers.
• Support and ensure that performance evaluations for all M4Y staff are conducted on time and review all evaluations to ensure quality and consistency.

4. Payroll Administration
• Ensure payroll updates are submitted to HR In-charge of payroll by the 10th of each month for processing

5. Leave Management, Reporting and Information Management
• Ensure all teams submit leave plans and monitor adherence
• Manage all M4Y staff leave through Kefron
• Run Kefron monthly reports for the M4Y team for management advice
• Ensure that all M4Y employee personal data information is updated annually
• Prepare monthly M4Y HR Metrics report
• Establish a tracking system for files requested for audit purposes and ensure proper archiving of separated staff

6. Exit Management
• Conduct exit interviews for any separating M4Y staff
• Ensure the handover process is followed and all documents are shared for final payment process
• Coordinate with HRBP to make sure exiting staff are removed from the Health Insurance scheme and GPA schemes accordingly

7. Employee Relations
• Coordinate with the HR Team Leader regarding employee relations
• Provide general counselling to staff where needed
• Participate in the Annual HR Strategic plan Process.
• Maintain a thorough knowledge of GOAL HR policies and ensure the implementation of these policies at field level.
