Background and Purpose
UNICEF procures supplies and services locally from Uganda market for its Country Programme. Over the last two-three years, because of emergencies throughput increase, there has been significant increase of programmes needs for the local procurement of various supplies and services. The average throughput of Supply and Services in Uganda in 2024 was approximately USD 87,616,085.
Uganda conducted last market survey in 2015. Since then, local markets in both supplies and services have grown significantly. The growth in local markets has offered new opportunities to UNICEF in terms of quality products and professional services with competitive price and value for money. Therefore, a country-wide specific market surveys is needed to update the pre-qualify potential supplier's data base.
How can you make a difference?
Justification:
Mini market surveys for specific items and services have always been done for creation of LTAs but these are not good enough to give an over all picture of the market. UNDP and WFP have also done some market surveys on behalf of the whole UN but these have not yielded enough also. The hiring of a consultant will help to have a dedicated person to come up with credible findings about the market. The exercise needs a dedicated person focusing on this particular assignment.
Objectives:
The goal of the consultancy is to assess availability of locally sourced supplies, equipment and services, in order to pre-qualify vendors for local procurement initiatives and develop a supplier data base. The market survey will support to engage the right supplier to be able to deliver quality of goods and services for use in regular programming and emergency response.
As part of sustainable procurement policy of United Nations, the market survey will explore all
three pillars of sustainable procurement. Economic pillar which looks at value for money and product life costs. Environmental pillar which speaks to how organizations' activities negatively impact the
environment. Social pillar looks at the promotion of local markets including women enterprises, human
rights, elimination of child labor, the fair labor conditions and wider ethical issues in supply chain.
NB. The consultant will grade the companies in two categories- i.e. pass and fail according to the minimum qualifications that were requested. Those that will pass will be visited by the consultant for further verification.
Expected Deliverables and Reporting Requirements
- An inception report
- An electronic version (in Excel table) of the short-listed vendors for the above identified categories of supplies and services based on the tasks completed under tasks no. 7 above
- An easily searchable Supplier database in acceptable software platform with the complete information on the short-listed suppliers
- A simple how to use guide and training to the supply staff
- The completed Supplier Profile Forms
- The completed Supplier Inspection Reports.
- The completed Sustainability questionnaire duly filled in by each supplier/manufacturer
- A methodological framework to setup and manage long term arrangements with the shortlisted vendors
- A Final report containing the methodology, principal conclusions and recommendations of the market survey.
- : The bidder is required to add timelines and % payment for each deliverable during the execution of the contract- as per the table below

To qualify as an advocate for every child you will have…
- Advanced university degree in business administration, Supply Chain Management, Procurement, Marketing or a related technical field
- Experience with Global projects and multicultural environments, UN and other humanitarian agencies is preferable
- Five years of progressively responsible professional work experience at the national and international levels in supply chain management, business administration, and marketing. Proven experience in similar assignments is required. Experience with UN Agencies' market surveys would be an asset.
- In-depth knowledge of market surveys, supplier evaluation, and procurement, and good concept of analyzing financial documents.
- Proven ability to conceptualize, develop, plan, and manage market research and similar projects.
- Good analytical, negotiating, and communication skills.
- Demonstrated ability to work independently in a multi-cultural environment and establish harmonious and effective working relationships both within and outside UNICEF
- Excellent computer skills (MS Office, parsswsticularly Word and Excel, web-based database development tools, e.g., MySql, PHP, etc.)
