JOB DETAILS:
About the Role
ALIGHT Uganda is seeking a self-driven and proactive individual for the role of Infrastructure & WASH Technical Coordinator to oversee infrastructure project management, including WASH for the Reception Centres and Transit Centres in the Uganda programme. This role will be key in furthering and developing ALIGHT approaches, partnerships, and technical thinking in these areas.

Key Duties & Responsibilities
Infrastructure Project Management
• Be responsible for the implementation, management, supervision, and support of the assigned infrastructure project(s) in line with the activity plan and time frame of the relevant project proposal(s) and any applicable national and international guidelines and standards.
• Produce a clear plan with understanding and timing of each project stage/phase to ensure the project is completed within scope and time.
• Manage the quality construction of assigned infrastructures, ensuring good maintenance and sustainable processes, especially by actively involving the local communities and helping establish/setup water committees.
• Oversee the WASH activities at the Reception Centre and Transit Centre through collaboration with the Emergency Program Coordinator and Reception Centre In-Charges.
• Provide input into the integration of beneficiary participation and accountability (BA) in all aspects of the project.
• Ensure accurate and timely reporting of activities for internal and external reports as requested by field managers, HQ, and donors.
• Conduct regular monitoring and evaluation assessments to ensure project quality and alignment with objectives.
• Provide strong leadership to ensure positive impacts and outcomes for beneficiaries, local authorities, and local partner staff.
• Financially plan and monitor the construction project to avoid exceeding budget limits.
• Lead construction, operation, and quality assurance for the entire project.
• Monitor and supervise construction activities and evaluate progress using both quantitative and qualitative data.
• Ensure activities align with Alight, donor, and international standards.
Logistics
• Manage the correct and timely ordering of all necessary infrastructure and WASH supplies and equipment, ensuring proper storage and distribution.
• Liaise with logistics and finance staff to ensure accurate procurement, transportation, and accountability.
Financial Management
• Manage the construction budget and ensure all expenses align with Alight standards regarding financial management and governance.
• Coordinate financial and procurement compliance for related construction and WASH activities.
Staff Management
• Recruit suitable contractors for project completion.
• Facilitate regular meetings for project updates and feedback.
• Provide coaching and technical supervision to staff to promote ownership of project activities.
• Develop security and safety guidelines in the workplace.
• Coordinate with casual labor or Alight staff to achieve specific, time-bound tasks.
Communication and Coordination
• Develop and maintain transparent communication with all relevant stakeholders.
• Represent Alight at meetings and build partnerships with community leaders, government officials, UN agencies, and other NGOs.
Quality Management
• Promote and use Alight guidelines and ensure compliance with donor proposals and international standards.
• Collaborate with architects and engineers to ensure structural specifications meet standards.
Delegated Responsibilities
• Implement assigned infrastructure projects within budget and the agreed timeframe.
• Manage technical aspects, including staff performance.
• Authorize expenditures as agreed upon for the project budget.

Requirements
Person Specification
Qualification / Experience
• Essential:
o Qualification in a technical field, preferably in civil engineering or another relevant area such as architecture or on-site construction project management.
o 5 years post-qualification professional experience in a relevant field.
o Fluent English (spoken and written).
o Computer literate with good working knowledge of Microsoft Excel, Word, and Outlook.
• Desirable:
o BSc/BEng in a relevant field.
o Management experience in construction and WASH contexts.
o Experience in humanitarian settings.
o Knowledge of languages commonly spoken in settlement camps (e.g., Swahili, Kinyabwisha, Kinyarwanda, Kirundi).
o Experience with MS Project.
Competencies
• Essential:
o Passionate about serving displaced populations.
o Team-player with good interpersonal skills.
o Adaptable, creative, and self-motivated.
o Ability to manage project implementation and problem-solving.
o Good understanding of humanitarian standards.
• Desirable:
