JOB DETAILS:
We are looking for a passionate and experienced international project leader for our new project INSPIRE, which will be implemented from August 2024 – July 2029 with our partner organization in Uganda, GOAL. The project aims at involving 200,000 smallholder farmers in land restoration and inclusive development of their farming systems in two regions in Uganda, Lango and Busoga. We are looking for someone with a combination of experience, knowledge and enthusiasm to strategically lead the implementation of the pathway aiming for community resilience and agency through the PIP approach. The project leader will be based in Kampala, with frequent travel in the region and to the project sites. This position is open to Dutch, Ugandan and other international applicants who have the pre-requisite experience.

The project has four pathways:
1. community resilience and agency (by using the PIP approach);
2. sustainable farming systems;
3. inclusive market development and
4. strengthening institutions.
WUR is bringing in technical assistance and strategic guidance in all these pathways.

The INSPIRE project will entail 60% of the time. The other 40% will be contributing to other projects of WUR in Uganda and the East African region that work with the PIP approach, such as the CommonGround project.
The Project Leader will be based in Kampala and have a contract with Wageningen Environmental Research. Weekly 32-36 working hours.

Roles and Responsibilities of the Project Leader
• Provide input and guidance to project staff for implementation of the Participatory Integrated Planning approach; The PIP approach: building a foundation for sustainable change - WUR);
• Provide input and guidance to project staff in the areas of smallholder farming systems, sustainable land use, watershed management, market development, nutrition and inclusivity;
• Connect with the project’s Chief of Party (from GOAL) and other project partners (e.g. Agriterra and Resilience BV) to ensure smooth implementation of the project, among others by preparing work plans and annual budgets, and by monitoring activities with the technical staff;
• Ensure the daily management of the project on behalf of WUR, including financial management and management of WUR project staff;
• Develop learning questions to continuously improve project implementation based on research;
• Monitor progress, and develop narrative and financial progress reports for the donor;
• Contribute to scientific / research reports.

Your qualities
• At least 5 years working experience in East Africa, preferably in Ugandan farming systems;
• Master or PhD degree related to international development studies, agriculture, natural resource management and preferably (partly) done in Africa;
• Demonstrated experience in leading an international rural/agricultural development project or programme (implementation, logistics, budget, staffing);
• Experience/great affinity with the concepts, principles, methods and techniques of smallholder farming systems, bottom-up community development approaches and sustainable land use;
• Affinity with watershed management, market development, nutrition, and inclusivity;
• Demonstrated skills in effectively collaborating with local governments, regional institutions, donors, private companies and other partners;
• Ability to successfully manage and develop staff as demonstrated by past experience;
• Ability to manage partners, sub-contracts and grant programs following all reporting requirements;
• Ability to perform internal control functions to manage day-to-day operations of the project;
• Ability to communicate effectively in writing and orally in small and large audience settings;
• Fluency in written and spoken English is required.
