Land Acquisition Coordinator
Location: Kampala, Uganda. Mobilized to Albert Lake, construction sites or other sites it required.

Primary function:

  • Coordinate the implementation ol various resettlement activities including stakeholder engagement, capacity building on land acquisition and resettlement, disclosure process, conducting of land asset surveys, social surveys, negotiations of compensation packages, signature of agreements with project affected persons, livelihood restoration, financial literacy training and evaluation. drilling, operations and development activities within Block 3A (Lake Albert Basin) or other sites.
  • Play a key role-in mitigating land associated issues as well as securing long-term positive relationships with affected landholders.
  • Ensuring regular reporting of any land associated issues to the Land Acquisition Supervisor and interface closely with CSR, QHSE, Exploration, Development and Engineering functions.

Responsibilities:

  • Assist the Land Acquisition supervisor implement appropriate policies, procedures and plans to ensure robust governance and i transparency—from planning, to assessment, compensation and final agreement of land acquisition.
  • implement ongoing land concerns including the company land asset inventory, leasehold agreements and other ongoing access arrangements.
  • Assist the supervisor in Securing timely access to land in support of drilling, operations, development and engineering activities within Block 3A (Lake Albert Basin) and in accordance with Ugandan legislation, regulatory and contractual requirements as well as the company policies and procedures.
  • Assist in the determination of targeted land ownership /tenure and land use aspects with respect to new access requirements — well pads, camps, major infrastructure, road access, right of ways, supporting infrastructure and services. stakeholders and approving bodies to ensure timely access and minimise negative impacts.
  • Assist in ensuring that all economic and physical displacements are done in a practical manner as such to minimise impacts.
  • Assist in keeping track of and monitoring legislative / regulatoiy changes in land and compensation regimes and participate in all industry efiorts as appropriate. Assist the supervisor in giving an insight input to project development on land / social constraints mapping and scheduling in cooperation with Environment and CSR issues, contribute to operational / development planning processes on land issues.
  • Cooperate with C&P and CSR to ensure that all the company statt and contractors demonstrate respect for landholders and their land / livelihoods.
  • Support Community Relations in maintaining landholder / community relationships, communicating clearly and consistently about the company's activities which impact land use and tenure.
  • Monitor the effectiveness ot access processes and implement improvements and efficiencies.
  • Participate and contribute to regular land management audits / reviews (either internal or external).

Requirements:

  • Bachelor's degree or above in Urban planning, Law, Social sciences, Anthropology or related.
  • Minimum 5 years previous experience working in resettlement -planning -and implementation . including community engagement and negotiation.
  • Experience in resettlement programs developed in line with World Bank & lFC performance standards.
    Previous exposure to environmental / social impact assessment and management is essential, a solid understanding of international best practice /standards in this area as well.
  • Experience within a major infrastructure project / resource sector would be highly desirable.

Knowledge:

  • Extensive knowledge of local laws an regulations regarding land acquisition a management in Uganda.
  • Extensive knowledge of local social, geographic, eco-systematic, environmental and wild lite profile.
  • Understanding of oil E&P.
