Hunger Relief Africa (HRA) (http://hungerreliefafrica.org/) is a non-profit relief organization whose mission is to build hope and nourish lives in African communities by providing a well-coordinated response to hunger, eliminating food insecurity, and ending hunger in the food recovery sector. Hunger Relief Africa addresses the underlying causes of hunger, food insecurity, and malnutrition, as well as their effects on orphanage children, single mothers, young and pregnant mothers, and older Africans over the age of 60, through feeding, strengthening, leading, and empowering, particularly in food insecure vulnerable households in communities and in emergency situations and natural disasters. With its African headquarters in Kampala, Uganda, the organization works directly with food-insecure communities in collaboration with governments, the Ministry of Agriculture, the Ministry of Health, UN bodies, International Civil Society Organizations, National and Local Community Based Organizations, Research Institutions, and national and international Policymakers. Hunger Relief Africa operates through an extensive designed supply chain distribution network system of food manufacturers, grocery stores, retailers, supermarkets, restaurants, and farmers in food assistance programs to help families facing hunger meet their basic nutritional needs while emphasizing advocacy for local and national programs on issues with a significant impact on hunger in Africa.
Job Summary
To provide legal support and guidance to Hunger Relief Africa, ensuring legal complaisance, and promoting good governance practices. The Volunteer Legal consultant will be responsible for receiving all HRA complaints, foresees and advises on possible legal implications of taking certain decisions.
Key Deliverables/ Outputs
i. Comprehensive legal and compliance framework, including policies, procedures, and guidelines within 12 months period.
ii. Regular compliance reports with recommendations for improvement, submitted monthly/quarterly, annually as agreed upon.
iii. Training sessions conducted for staff and volunteers on relevant compliance topics within 12 months period;
iv. Periodic updates and alerts on relevant legal changes and their potential impact on HRA.
Key Duties and Responsibilities
1. Review and enhance organizational policies, ensuring alignment with local regulations and international best practices;
2. Develop and implement a robust legal and compliance framework for the HRA, encompassing areas such as human resources, finance, procurement, and program management;
3. Conduct periodic compliance assessments to identify areas of improvement and provide recommendations for corrective actions;
4. Liaise with relevant government authorities, including the National NGO Bureau, to ensure compliance with mandatory reporting requirements and other legal obligations;
5. Support the preparation and submission of grant proposals, ensuring adherence to donor requirements and contractual obligations;
6. Provide legal advice and guidance on day-to-day operational matters, including contracts, partnerships, and agreements;
7. Conduct training and capacity-building sessions on compliance-related topics for staff and volunteers;
8. Stay updated on changes in relevant laws and regulations, and proactively advise Management of HRA on potential impact and necessary adjustments;
9. Assist in addressing any legal disputes or claims involving HRA organization, including coordination with external legal counsel when needed.
10. Perform any other duties as may be assigned from time to time Timeframe:
The volunteer consultant is expected to commit to approximately 4 hours per day and Max 20 hours per week for a period of (12 months). The exact schedule and duration will be determined in consultation with the management of Hunger Relief Africa.
Reporting and Supervision:
The volunteer consultant will report to Head of Programs, Hunger Relief Africa within the HRA organizational management structures. Regular progress meetings will be conducted to review accomplishments, address any concerns, and provide guidance.
PERSON SPECIFICATION: Legal and Compliance Consultant
Minimum Academic Qualifications
a) A Bachelor’s degree in Law or related field, Diploma in Administrative Law or any other related, with a specialization in compliance or governance preferred;
b) Prior one year (1) experience working in legal and compliance roles, preferably within the nonprofit sector or an international organization;
c) Knowledge of Ugandan laws and regulations pertaining to NGOs and nonprofit governance;
d) Strong analytical and problem-solving skills, with ability to identify and address compliance gaps;
e) Excellent communication, facilitation, and training skills;
f) Ability to work independently and meet deadlines;
g) Effective interpersonal skills to work with colleagues, stakeholders and donors.
Support Provided:
Hunger Relief Africa will provide the volunteer consultant with logistical support, including office space, access to necessary documents and resources, and any relevant equipment or technology required to perform the tasks.
Confidentiality:
The volunteer consultant will be required to sign a confidentiality agreement to ensure the protection of sensitive information related to the Hunger Relief Africa’s operations, donors, and partners.
Expenses:
As a volunteer consultant, no financial compensation or expenses reimbursement will be provided. The volunteer consultant will be responsible for their own travel, accommodation, and other personal expenses incurred during the assignment. However, in case of field work activities to perform his/her duties, He/she shall be supported with necessary expenses.
