JOB DESCRIPTION: Livelihoods Project Coordinator (LPC)
Scope of the Job Description:
This document is intended to provide an outline of the key tasks and responsibilities of the post holder. It is not an exhaustive list and the post holder will be expected to carry out other duties relevant to the post, as required.
Job Summary: Ensure successful implementation of School Demonstration Farms (SDFs) project in 10 schools. Follow the detailed SDFs project implementation guidelines for improved agricultural training, community mobilization, meeting reporting time-lines, provide continued project monitoring with data capture, photographs and report writing.
African Revival staff must adhere to our Policies, including Code of Conduct, Health & Safety, Safeguarding, and Whistleblowing.
Hours of Work: Full-time (37.5 hours per week), Monday to Friday. You must be flexible with working hours as and when required to fulfil your role and meet the project needs and specifications.
Location: African Revival office in Lamwo District, with regular visits to primary schools and local communities, and occasional travel to Gulu Head Office.
Reporting: The Livelihoods Project Officer (LPO) reports to Livelihoods Project Coordinator (LPC). The LPC reports to the Country Director (CD). Any issues of concern relating to Safeguarding and Whistleblowing must be reported immediately to the Country Director..
Tasks and Responsibilities
Project management:
• Responsible for the co-ordination and implementation of a three-year project to establish School Demonstration Farms (SDFs) at 10 schools in Lamwo District.
• Work closely with the relevant District department; school administration: SMC/PTA, pupils and engage the local communities at each of the schools.
• Work in collaboration with the Country Director (CD) creating monthly work plans, reporting and budgets.
• Line manage/responsible for the Livelihoods Project Officer (LPO).
• Train parents to establish and manage Village Saving Loans Associations.
• Conduct monthly, quarterly and annual monitoring meetings with LPO to review and assess progress, adjust plans, and draw/disseminate lessons learned.
• Effectively delegate project implementation activities in line with project guidelines and agreed timeline and deadlines to ensure effective and timely implementation.
• Support LPO where necessary with relevant best practices and offer technical assistance into programme activities – asisst to address and overcome challenges in the field with beneficiaries, finding appropriate and effective solutions.
• Liaise with CD to compile monthly/quarterly/annual comprehensive and high -quality programme progress reports with good quality photographs.
• Provide input into the development of new project proposals and initiatives
Financial Management:
• Ensure you and the team are compliant with African Revival’s policies; donor requirements and procedures.
• Keep accurate records on all project expenditure and submit the relevant accountability expense reports to the Finance and Administration Manager (FAM) in line AR financial and procurement policies.
• Monitor project expenditure, ensuring this is within budget, and that the project is being delivered in a cost-effective manner.
• Undertake budget revisions where necessary with guidance from the FAM and CD.
• Ensure that livelihoods programme requirements, supplies are planned and ordered for within the expected timeframe.
Human Resources Management:
• Support supervise, motivate and provide team leadership to the LPO through regular team meetings.
• Ensure the LPO has appropriate operational plans (monthly and quarterly) linked to the SDF programme priorities.
• Complete performance management activities including performance planning, monitoring, on-going feedback, with an annual performance appraisal.
• Managing External Relations & Collaboration:
• Establish and maintain positive working relationships with District authorities, partner I/NGOs and private sectors.
• Participate in activities relevant to the programme to identify areas of potential collaboration.
• Represent African Revival while maintaining strong relationships/partnerships with the schools, including the PTA/SMC, the teachers and parents.
Reporting, Monitoring and Evaluation:
• Design a monitoring and evaluation system to collect baseline and periodic data for tracking programme performance
• Ensure detailed, accurate programme records, maintenance and data are stored securely.
• Support the Monitoring and Evaluation of the SDF programme in collaboration with the LPO; provide training if required and make relevant changes to implementation plans as agreed with the Country Director to ensure targets are being met.
• Collate, compile field-generated information and write periodic progress reports in a timely manner to meet donor requirements in the programme reporting framework.
• Ensure regular data collection and management generated from the project Key Performance Indicators (KPIs).
General duties:
• Be proactive in identifying ways of improving the effectiveness and performance of the programme/Organization.
• Represent African Revival at external meetings as directed by the CD.
• Maintain good inter-team communication and instil positive team dynamics.
• Recognise the nature of African Revival as a developing organisation and be flexible with working arrangements to meet the needs of the programme.
• Work within the terms of all African Revival’s policies and procedures.

Qualifications:
• Bachelor’s degree in relevant field such as, Agriculture, Forestry, Food & Nutrition, Development studies and any other related field.
• Experience in Monitoring and Evaluation of similar projects.
• Exceptionally strong organizational, interpersonal and communication skills; and demonstrated creativity, flexibility and comfort in working with rural populations.
• Significant demonstrable experience in the management of rural development projects.
• In-depth understanding of project planning and management working in a partnership-based NGO.
• Sound and up to date knowledge of development concepts, agricultural methodologies and techniques, including results-based management, rights-based approach and participatory methodologies.
• Excellent verbal and written communications skills.
• Competent in Microsoft computer packages (Word, Excel and others); knowledge in data analysis packages would be an added advantage.
• Essential requirements/experience:
• Certificate of Good Service
• Valid motorbike riding permit
• Basic knowledge of Acholi sub region
• Fluency in spoken and written English. Luo is essential.
