Learn more at bantwana.org World Education inc. IBantwana (WEIIB) is implementing a five-year USAID funded BETTER OUTCOMES Project for Children and Youth in Eastern and Northern Uganda. The goat of the project is to improve the wellbeing of children and youth orphaned and made vulnerable by HIV and other adversities in Eastern and Northern Uganda. BETTER OUTCOMES is implemented by a consortium of five partners, namely: WEI/B as the prime partner; Mercy Corps, Uganda Women's Efforts to Save Orphans (UWESO), Youth Alive and Friends of Christ Revival (FOC-REV); each responsible for specific technical aspects of the project. The project is being implemented in 20 districts.

Position: M&E Specialist
Reports to: Project Manager
Duty Station: Fort portal, Uganda

Job Summary:
The M&E Specialist oversees the M&E system, providing guidance and leadership to team to implement ahd M&E plan, develop, refine user-friendly M&E tools and protocols, train WEI/B and partner staff to roll out the tools and provide support supervision lo ensure field staff and community resource persons understand the rationale for data collection, support continuous improvement in data accuracy and quality, and oversee management of the database

Major Responsibilities:

  • With Project Manager, lead the project team in finalizing the M&E system and oversee routine program monitoring activities that are aligned to program outcomes and ineet donor expectations
  • Ensure the quality and relevance of the project’s monitoring and evaluation design with the technical design and overall goals oi the program
  • Oversee collection, verification and quality assurance of data
  • Document program results and develop templates and a process tor feeding quantitative and qualitative M&E data into program improvement and donor and other stakeholders reports.
  • Participate in developing weekly, monthly, quarterly and annual work plans
  •  Provide supervision to staff and partners to facilitate continuous improvement in data quality, and ensure proper implementation of planned activities/interventions
  • With the technical team, identity and integrate any areas for tracking and monitoring aligned to Bantwanas strategic plan

Other duties as assigned

  • Take the lead in identifying training needs for stall, partners, schools and community resource persons in maintaining records, documenting and reporting
  • Mentor and support staff, partners and community resource persons sufficient documentation at project activities and report writing.
  • Maintaining an up-to date database for all beneficiaries and ensure all relevant data collection documents are administered appropriately.
  • Provide updates from monitoring and data analysis to the project manager as required.

Qualification, Knowledge, Skills, Attributes and Abilities:

  • Minimum of five years’ professional experience in an M&E position responsible for implementing M&E activities of international development projects.
  • Bachelors or Master’s degree in statistics, demographics, public policy, international development, economics, or related field. Master’s degree or Bachelor plus an advanced certificate in M&E, statistics, or economics preferred.
  • Proven success in designing, implementing and operating project M&E systems
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
  •  Experience in developing and refining data collection tools.
  • Experience managing and providing ongoing training to M&E field officers.
  • Strong organizational and interpersonal skills;
  • Fluent in oral and written English and excellent writing skills
  • Ability to work in a challenging environment under high pressure and ability to cope with tight deadlines;
  •  Ability to work both independently and collaboratively as part of an interdisciplinary team.
