About VEDCO:
Volunteer Efforts for Development Concerns (VEDCO) is implementing the INSPIRE project in Kamuli, Dokolo, and Amolatar districts. This initiative focuses on increasing productivity and sustainable land use by smallholder farmers, while promoting inclusive and sustainable development.

Position Summary:
The MEAL (Monitoring, Evaluation, Accountability, and Learning) Officer will play a pivotal role in ensuring that project activities are properly monitored, evaluated, and aligned with the project’s objectives. The MEAL Officer will be responsible for data collection, analysis, and reporting, working closely with farmer groups to monitor their progress and facilitate their transformation into recognized institutions.

Key Duties and Responsibilities:
1. Project Monitoring and Evaluation:
o Monitor farmer group development and transformation into legal institutions.
o Collect and analyze data from project sites using participatory monitoring and evaluation (PME) techniques.
o Monitor and evaluate project activities as outlined in the project document.
2. Data Collection and Analysis:
o Conduct baseline surveys and situation analysis for new project areas.
o Design and implement M&E tools and strategies for data collection and analysis.
o Maintain and update the database of project beneficiaries, case studies, and success stories.
3. Capacity Building:
o Build the capacity of farmer groups in participatory M&E tools.
o Train farmers, both male and female, and maintain an elaborate database of these trainings.
4. Planning and Reporting:
o Organize quarterly and bi-annual review meetings at sub-county and district levels.
o Produce high-quality reports on project progress and outcomes.
o Ensure data-driven program monitoring and evaluation.

Qualifications and Experience:
1. Education:
o Bachelor’s degree in Statistics, Quantitative Economics, or Social Sciences.
o A Postgraduate qualification in Monitoring and Evaluation is an added advantage.
2. Experience:
o At least 5 years of experience in project monitoring, evaluation, and reporting.
o A minimum of 3 years in M&E/MIS design and implementation, with a focus on the agricultural sector.
o Proven expertise in developing data collection tools and producing reports.

Critical Competencies:
1. Expertise in ICT, including the use of Monitoring Visualization and database software for Management Information Systems.
2. Strong skills in statistical software for data analysis.
3. Capacity building and facilitation skills.
4. Commitment to data-driven program monitoring and evaluation.
5. Excellent analytical and reporting skills.
