In response to the anticipated USAID Uganda MEL -SI Activity, Panagora seeks long-term and short-term Monitoring, Evaluation and Learning (MEL) Specialists to oversee and support strategic approaches for implementing MEL best practices to guide activities at all levels and advance USAID’s priorities. They will lead and manage the development and implementation of a comprehensive MEL strategy framework through MEL service delivery, performance monitoring, capacity strengthening, and enhanced collaborating, learning, and adapting (CLA). The Specialists will conduct assessments and lead project evaluation efforts. This includes development of tools and resources to support accurate qualitative and quantitative data collection, data analysis, for indicators to track implementation and report writing.

Requirements
• A minimum of a master's degree in relevant field, such as public health, international development, social science or equivalent experience.
• A minimum of seven years of experience Monitoring, Evaluation, and Learning, with progressively increasing responsibility in the areas of performance monitoring and reporting, data collection and analysis, data quality assessments and indicator development
• Demonstrated ability in monitoring and data collection approaches in non-permissive environments where data transparency is an issue
• Demonstrated ability to leverage performance monitoring data for adaptive management and learning and the improvement of ongoing activity management
• Demonstrated technical expertise in the design and implementation of evaluations both of development interventions; Design and field testing of surveys, questionnaires, and/or other data collection instruments
• Substantive experience in utilizing remote data collection and remote monitoring and data collection techniques;
• Excellent written and verbal communication skills and ability to write comprehensive reports in the English language

Primary Responsibilities

Activities include, but are not limited to:
• Oversee and support project assessments and evaluation efforts, including development of tools and resources to support data collection, data analysis
• Support capacity building and dissemination activities to MEL-SI Activity partners and stakeholders in the areas of monitoring and evaluation methodologies, data collection best practices to Uganda’s development through MEL service delivery, capacity strengthening, and enhanced collaborating, learning, and adapting (CLA).
• Lead and manage the development and implementation of a comprehensive MEL strategy and framework based on widely accepted M&E methodologies
• Ensure accurate and timely collection of both qualitative and quantitative data for indicators to track implementation.
• Participate in dissemination materials for research studies, drafting annual and quarterly reports on performance and USAID requests.
