Job Summary:
To oversee and manage health, and safety management systems in compliance with national regulations and international standards while fostering a strong safety culture and continuous improvement in operational processes. The role focuses on strategic leadership, risk management, regulatory compliance, and continuous improvement of health and safety practices across all UEGCL operations, ensuring a safe and healthy work environment for employees, contractors, and stakeholders.
Key Responsibilities: Brief description of duties or the responsibilities for the job
Health & Safety Management
1. Develop, implement, and maintain a comprehensive Health & Safety Management System (HSMS) in compliance with regulatory and international standards such ISO 14001.
2. Ensure compliance with Occupational Safety and Health Act (OSHA) 2006, Occupational Safety and Health (Amendment) Bill, 2023 and other relevant legal frameworks as guided
per Ministry of Gender, Labor and Social Development (MoGLSD).
3. Ensure robust safety practices for employees, subcontractors, and visitors across all operations, projects, and facilities.
4. Conduct risk assessments and implement mitigation plans for plant operations, projects, and Contractor activities.
5. Oversee incident investigations, ensuring root cause analysis and preventive actions.
6. Organize and facilitate safety training programs for employees and contractors e.g. Plant Safety Regulations (PSRs), Work-at-Height, Lifting Operations etc.
7. Develop and enforce emergency preparedness and response procedures across all
UEGCL sites.
8. Liaise with line Managers to develop Safe Systems of Work (SSW) and review Standard Operating procedures (SOPs) and Risk Assessment and Method Statements (RAMs) for high risk jobs.
9. Prepare business cases and formal project plans to support system upgrades and improvements that promote safety.
10. Conduct regular Safety Audits and Inspections, recommending necessary improvements.
11. Ensure all required statutory HS inspections, certifications, permits, and licenses are obtained and maintained.
Management Systems Oversight (QMS, EMS, HSMS)
12. Establish, implement, and maintain management systems aligned with ISO standards (ISO 9001, ISO 14001, ISO 45001, ISO 55001).
13. Develop policies, procedures, and controlled documentation ensuring the integrity and accessibility of the latest information.
14. Ensure management system processes and Health and Safety Management Plans are current, relevant and effectively integrated into business operations across all departments, sites and UEGCL activities.
15. Advise CHSEQO and Top Management on Health and Safety (HS) aspects for the business, projects and operations in line with the regulatory framework, Development Partner Requirements and implement strategies to address potential/emerging issues.
16. Conduct periodic internal and external audits to assess compliance, HS system
effectiveness and facilitate continuous improvement initiatives using business process improvement methodologies.
17. Establish and monitor key performance metrics, audit records, and preventive actions to evaluate the effectiveness of HS management system.
18. Monitor, maintain and analyze HSMS performance data across all UEGCL sites including: audit findings, compliance status trackers and improvement initiatives to identify system efficiencies and recommend improvements.
19. Ensure SHEQ committees are operational and follow-up closure of their corrective actions outcomes and recommendations.
20. Promote a Safety Culture and compliance through Behavioral Based Campaigns, training and awareness programs to enhance UEGCL Safety Climate.
21. Manage Personal Protective Equipment (PPE) requirements and implement and monitor the decentralized Health and Safety budgets. Contractor & Stakeholder Safety Management
22. Ensure contractors comply with company health, safety, and environmental policies and the UEGCL Contractor HSE Management Plan.
23. Establish and maintain relationships with regulatory authorities and development partners to promote HS Compliance and coordinate implementation of compliance actions by the
regulatory authorities and development partners for all health and safety aspects.
24. Provide guidance on regulatory and contractual health, safety, and environmental requirements.
Risk Management
25. Identify, assess, and mitigate safety and security risks associated with plant operations as
per site specific Hazard Identification, Risk Assessment and Risk Control (HIRARC) Tools.
26. Collaborate with security agencies to ensure operational security measures are in place.
27. Maintain an effective accident prevention and risk control program as per UEGCL Incident Management Procedure.
28. Ensure Health and Safety risk registers, Lifting Equipment and Control of Substances
Hazardous to Health (COSHH) Registers are regularly updated and reviewed

Education and Professional Requirements: The minimum education level required to perform this job.
- Bachelor’s degree in Environmental or physical sciences, Engineering, Geology, Natural Resources Management, or Related field from a recognized institution.
- Masters Degree in Environmental or physical sciences, Engineering, Geology, Natural Resources Management, or Related field is mandatory
- Possess Certification in Occupational Safety and Health from an Internationally Accredited Institution e.g., NEBOSH, IOSH, OSHA.
- Membership in a recognised professional body such as Safety & Health Association of Uganda (SHAU) or Institute of Occupational Safety & Health (IOSH)
Related Job Experience/Qualification: The Experience required to perform this job.
- A minimum of 7 years work experience in Safety, Health and Environment in power plant operations, industrial or large-scale construction settings with at least 3 years at supervisory level.
- Knowledge of site-based HSE processes, procedures, laws, and regulations.
- Demonstrated experience in designing and implementing strategies for ISO-certified management systems for safety, health, environmental, and quality management
