JOB DETAILS:
A. Job Purpose
To head and provide expert advice on formulation and review of internal audit policies; oversee implementation; appraise management systems and practices to ensure efficient and effective utilization of the Authority’s resources.
B. Key Duties And Responsibilities
1. Design and implement internal audit policies, procedures, plans, and programs in line with the URBRA objectives and strategic plan;
2. Develop and review the internal audit charter and ensure that it clearly establishes appropriate reporting lines that facilitate engagement with the leadership team, the Board and other stakeholders;
3. Objectively assess the adequacy and effectiveness of governance and management of risks, giving evidence-based opinions on all aspects of governance, risk management and internal controls;
4. Lead Internal Audit’s annual risk assessment and planning process to develop an annual risk-based audit plan and monitor its implementation and compliance to appropriate standards and methodologies as per the Authority objectives;
5. Champion best practices in governance and guide on responses to emerging risks and proposed developments;
6. Review and disseminate quarterly reports to Senior Management and the Board, ensuring that the reports are clear, concise, identify root causes with practical recommendations, and ultimately provide value to the Authority;
7. Lead the internal audit team in conducting on spot and special Internal Audit assignments;
8. Ensure that the internal audit’s work is risk-based and aligned to the organization’s strategic objectives and provide support to the external audit and any other special audits;
9. Assess the implementation of audit recommendations both internal and external;
10. Review and update the corporate risk register.
11. Contribute to the development of the overall strategy of the Authority
12. Develop capacity-building strategies and develop a team of high-performing Internal Audit staff who possess outstanding knowledge, experience, ethics and integrity; and
13. Oversee routine and ad hoc operations of the internal audit function and ensure efficient and effective management of the department resources.
C. Person Specifications
1. Minimum qualifications
• Honors Bachelor’s Degree in either Finance; or Accounting; or Commerce; or Business Administration; with a bias in Accounting from a recognized institution.
• Master’s Degree in any of the above fields from a recognized institution.
• Full professional qualification in Accountancy obtained from a recognized institution.
• Must be a registered member of the Institute of Certified Public Accountants of Uganda (ICPAU) and the Institute of Internal Auditors (IIA)
• Professional qualification as a Certified Internal Auditor (CIA) is a MUST.
2. Working Experience
• Minimum 7 (seven) years relevant working experience, 4 (four) of which must have been at Senior Officer level or equivalent level in Government or its equivalent in a reputable organization in Audit work.
