Position: Operations Coordinator.

Reports: Senior Director, Operations.

Location: Preferably Bangladesh, Burkina Faso, Burundi, Cote D’Ivoire, DRC, Egypt, Ethiopia, India, Jordan, Kenya, Mozambique, Nigeria, Niger, Pakistan, Tanzania, Togo, Uganda, or the US.

Summary of Role:
This role provides a range of administrative support services to promote efficient delivery of services for the functional area staff. Maintains high standards of professionalism, efficiency, personal communication, discretion, and independent judgment in coordination and scheduling activities, filing, document preparation, and functional area activities. Manages a wide range of highly sensitive issues under tight deadlines.

Key Responsibilities:
Provide Administrative support to Global Operations, Grants, Contracts and Procurement and Information Technology:
1. Scheduling Activities: Manages and maintains schedules. Plans and coordinates special events such weekly/monthly departmental and company-wide meetings; Arranges international for Global Operations special events, trainings, retreats, etc. and meetings by developing itineraries and agendas, booking transportation, and arranging lodging and meeting accommodations for all functional area staff.
2. Documentation Preparation: Prepares and edit correspondence, communications, and Power Point presentations. Drafts and formats departmental communications and reports. Drafts, formats, and circulates documentation pertaining to awards, subawards, procurement, global operations. Assists with drafting departmental protocols, procedures, and guidance documents. Assists with international registrations processes.
3. Communications: Communicates with appropriate units within GSO, Presidents Offices and GSO related to the Global Operations’ activities, trainings, announcements, etc. Communicates with the Pathfinder Communication team for any announcements pertaining to the Global Operations annual trainings, etc.
4. Processing, Filing and Auditing: Sets up and maintains files and forms in compliance with legal guidelines. Processes invoices for the functional area for submission to Finance for payment. Processes supplier invoices for US based procurements. Participates in compliance audits.
5. On-boarding Coordination: Processes new hires for the functional area, coordinates and participates in new hire orientation, and completes payroll documentation processing for new hires.
6. Project Management and Participation: Leads, manages, or participates on cross-functional project teams.
7. TEAMS administration: manages Global Operations TEAMS channel, Global Operations Management Team’s TEAM channel.
8. IShare administration manages IShare page set up, development, design, updates and improvements in consultation with the IT subject matter expert and Global Operations Teams

GSO (Global Operations Unit) support & special projects:
• Assist during the annual work planning process
• Assist with the annual mandatory training rollout process
• Assist with special projects as needed

Required Education and Work Experience:
1. Bachelor’s degree in administration or related field, or a combination of education and work experience that yields the required competencies
2. 1–2-year related experience, including experience in administration (internship experience acceptable)
3. Organization, Planning, Coordination and Multi-tasking: Advanced organizational and planning skills, project planning and management skills. Proven ability to set priorities, meet deadlines and multi-task with minimal supervision. Proven ability to coordinate activities.

Program Overview
Pathfinder International has been awarded a five-year Family Planning Activity (FPA) by the US Agency for International Development (USAID). As a lead implementing agency, Pathfinder with partners will play a catalytic role in increasing access to modern contraception and reducing the unmet need for voluntary family planning services in Uganda.
The FPA’s three Intermediate Result areas (IRs) are; Uganda leadership and coordination strengthened to support FPA; Positive social norms and behaviors enhanced to improve healthy timing and spacing of pregnancies; and access to quality FP increased!; will be implemented in 11 districts with three cluster offices in Masindi covering Kiryandongo, Bulissa and Kyankwanzi; Fortportal cluster covering Kyegegwa, Kyenjojo, Kibale, Ntoroko, and Bundibugyo; Masaka Cluster covering Gomba and Rakai districts with head office in Kampala overseeing all but covering Butambala.
Pathfinder International as the lead, will work in close collaboration with the Ministry of Health, the national planning authority, National population council, Ministry of Gender, Labour and Social development, Ministry of Education, Youths’ organizations and Uganda Family planning consortium to accelerate progress toward Uganda’s commitments and objectives under FP2020 and the country’s Vision 2040 strategy through strategic implementation, coordination and collaboration within these entities and across development and Implementing partners especially USG and non-USG partners especially those implementing Regional Health Integration to Enhanced Services.

Key Responsibilities:
1. Provision of reliable and secure driving services by: driving office vehicles for the transport of authorized personnel and delivery and collection of mail, documents and other items; and meeting official personnel and visitors at the airport, visa and customs formalities arrangement when required.
2. Ensures cost-savings through proper use of vehicle by accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports.
3. Ensures proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes, car washing, etc.
4. Ensure availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, sanitizers and necessary spare parts.
5. Ensures that all immediate actions required by rules and regulations are taken in case of involvement in accidents.

Minimum Qualifications:
1. Minimum Ordinary Level Certificate; A- Level Certificate is an added advantage.
2. Valid driver's license with classes 'A, B & DL'.
3. Minimum of Five years' driving experience preferably with NGOs.
4. Good interpersonal skills and ability to work as part of a team, as well as independently.
5. Flexible and able to work in a dynamic and diverse environment.
6. Strong communication and interpersonal skills, excellent Microsoft word and Microsoft excel skills.

Position Purpose
1. Support coordination and strengthen leadership at the national level as well as support the MOH to monitor the FP-CIP and ensure the harmonized implementation of the national FP program based on the active engagement of national stakeholders from the MOH, National Planning Authority (NPA), National Population Council (NPC), Uganda Family Planning Consortium (UFPC), Ministry of Gender, Labor, and Social Development (MoGLSD), Ministry of Education and Sports (MoES), Ministry of Water and the Environment (MWE), Ministry of Finance, and UNFPA.
2. Support the NPC, MoH, and UGFP to host meetings focused on national resource allocation for FP and other priority issues.
3. Support dissemination of the legal framework (including Public Health Act, the population policy and FP-related policies and rights) to policymakers, DHTs, and health care workers, and support the MoH and NPC to orient Members of Parliament, DHOs, District Health Administrators, and FP point people on addressing population drivers and FP rights.
4. Collaborate with the youth and gender partner, UYHAF, to engage the MoH, MoGLSD, the Inter-Religious Council of Uganda, and MenEngage to identify opportunities throughout years 1-3 to link and share learnings at events, meetings, and reviews organized by implementing partners. These fora will provide an opportunity to share in-depth understanding of the root causes of negative social norms and innovative solutions to addressing them at household and community levels. They will also provide an opportunity for evidenced based advocacy with DMTs and cultural institutions outside the priority districts to promote gender and youth responsive FP programming, based on emerging social norms HIPs and innovations. Finally, these fora will also provide an opportunity for the project to conduct workshops on how to use the National Learning Lab’s resources and tools for supporting scale-up of relevant SBCC HIPs and innovations outside the priority districts.
5. Support the NPC to lead a high-level, national multisectoral steering committee.
6. The committee will be chaired by the office of the Prime Minister and will coordinate integration of FP into other collaborating ministries’ policies and budgets. The
7. Support to NPC includes provision of evidence-based FP/RH advocacy tools, briefs, and strategies to guide discussions.
8. Develop presentations that use data to illustrate national FP trends, gaps, and challenges.
9. Facilitate training on the FP-CIP gap analysis tool and follow-up with stakeholders and implementing partners to promote use of the tool during annual work planning and during regular reviews.
10. Support the MoH to identify a consultant/consultancy firm and support the MoH to mobilize funds to conduct the next CIP progress review.
11. Support dissemination of the CIP review to all stakeholders.
12. Explore how to best engage and influence MoGLSD, MoES, and the Ministry of Water and Environment (MoWE) to understand how social norms in their sectors inhibit youth access to FP and how to incorporate messages to address these harmful norms into their SBCC campaigns/materials.
13. Any other duties that may be delegated to you.

Basic Requirements
1. Minimum of a Bachelor’s degree in a health related field and a Masters’ Degree in Public Health, development or policy studies.
2. Additional training in SRH is an added advantage.
3. At least 8 years hands-on progressive experience in the field of reproductive health and family planning, at the national and district level.
4. Experience in public health management, training and capacity building.
5. Training of Trainer skills are essential for this role.
6. Experience providing technical assistance in MNCH, RH/FP services.
7. Demonstrated collaborative approach including working with Government , Civil Society, private sector and the UN; with good negotiation and influencing skills, diplomacy and tact.
8. Good community mobilization skills.
9. Ability to prioritize work according to importance and deadline while meeting conflicting work demands.
10. Possesses initiative, patience, tact, and able to work with minimum supervision.

Summary of Role:
The Senior Manager, Talent Acquisition is responsible for promoting an enabling environment that proactively attracts, hires, and retains qualified candidates for the organization. The talent acquisition manager works closely with the Senior director of HR to develop a comprehensive strategy and processes to actively attract qualified candidates and enhance PF’s competitive advantage in the global marketplace. This includes partnering with PF leaders to understand organizational talent needs and build pipelines of diverse talent.
In conjunction with HR professionals in PF’s country offices, this role will be responsible for supporting the understanding and translating of employment law as it pertains to recruiting and hiring staff and compliant recruitment procedures globally.
The senior manager will lead talent acquisition initiatives that embed the principles of diversity, equity, and inclusion, (DEI), recruitment processes to ensure compliance and efficiency, and draft competitive employment offers for senior-level roles, including Country Directors.
This position will also be responsible for developing and implementing a recruitment outreach strategy, including development and management of internships, and building relationships with diversity networks, community groups, scholarship foundations, and other targeted organizations.
This role will also play a key role in process and systems improvement, identifying opportunities, developing recommendations, and implementing solutions.

Key Responsibilities:
1. Ensure customization and standardization of best recruitment practices across Pathfinder and implement continued improvement efforts, including the development and implementation of enhanced tools and processes
2. Manage and oversee all Pathfinder specialized recruitment programs including interns.
3. Develop and deliver training to staff on recruitment and interviewing best practices through a DEI lens, working closely with hiring managers to train and ensure all hiring practices are compliant with all applicable employment laws and best practices.
4. Provide coaching, mentoring, and facilitation of professional growth opportunities for others conducting recruiting activities throughout the organization.
5. Identify and train on recruitment trends, including building the capacity of recruitment staff and other staff involved in the recruitment process globally.

7. Represent Pathfinder at job fairs, information sessions and informational interviews.

11. Oversee the creation and management of job requisitions in applicant tracking system; perform full talent acquisition lifecycle to fill positions
12. Participate in strategy sessions and apply knowledge gained to all aspects of the recruitment efforts for staffing needs
13. Collaborate with the broader HR team and hiring managers to determine equitable salary recommendations; facilitate salary negotiations, serving as recruitment expert and point of contact for best practices
14. Build and maintain strategic relationships globally with university career centers, diversity networks, community groups, scholarship foundations, private sector entities and other targeted organizations to source pools of diverse and highly qualified intern and permanent employee candidates.
15. Maintain and expand technical knowledge in human resources and recruitment disciplines, in addition to international development by attending workshops, reviewing professional publications, establishing personal networks, and participating in professional societies

Required Education and Work Experience:
1. A Bachelor’s degree in human resources, business, or related field is required.
2. Eight or more years of progressive leadership and management experience in a global for-profit or nonprofit, including at least two years in a management position
3. Significant, successful experience leading talent acquisition projects and policies within a multicultural workforce.

Preferred Competence and Work Experience:
1. Master’s degree in human resources, business, or related field
2. Demonstrated recruitment management or relevant recruitment experience in the INGO sector required, including recruiting for international development projects and/or proposals required.
3. Experience with DEI initiatives related to recruitment, such as implementing equitable hiring practices and developing strategies for building diverse talent pipelines
4. Experience guiding and counseling hiring managers through job construct, sourcing, screening, interviewing, selection, and job offer processes.
5. Experience living or working in countries outside of the United States is a plus.
6. Demonstrated ability to communicate clearly and concisely both orally and in writing, and to lead presentations, training courses and effective meetings.
7. Ability to work both independently with little guidance and as part of a team when collaboration is required.
8. Demonstrated leadership of thought and process, versatility, and flexibility in approach to work and partnerships, and integrity in work.
9. Fluency in a language other than English is highly desirable.
