Lighthouse Trust is a registered Public Trust established to manage Centres of Excellence (CoEs) and provide leverage for leadership and delivery of integrated HIV prevention, treatment, care, and support services in Malawi. Lighthouse has been involved in the development of locally applicable HIV care and treatment models. It is strategically positioned in Malawi’s National HIV response due to its close collaboration with the Ministry of Health (MoH). The Lighthouse in close coordination with MoH operates integrated services at Kamuzu and Bwaila Hospitals in Lilongwe, Queen Elizabeth Central Hospital in Blantyre and many districts within the central and northern region. Its strategic approach focus on client-centred care based on four goals which are:-

Goal 1: Service delivery: to enhance high-quality, integrated HIV Prevention, treatment, care and support services for adults and children 

Goal 2: Model interventions and operations research: to develop, pilot, evaluate, and disseminate innovative programs and policies across the continuum of prevention, treatment, care and support for HIV infection and its co-morbidities, both infectious and non-infectious.


Goal 3: Quality management: to ensure that all patients at LH clinics and all supported sites are receiving quality health care and services as recommended the MOH and other health development partners by utilizing quality improvement (QI) methodologies in a multidisciplinary team approach.


Goal 4: Capacity strengthening: to build and strengthen healthcare capacity for high quality HIV prevention, treatment, care and support services


Lighthouse Trust with support from the United States of America President’s Plan for AIDS Relief (PEPFAR) through a Cooperative Agreement with Centres for Disease Control and Prevention has two grants to operate a Center of Excellence for Comprehensive Integrated HIV Care and Treatment Services in Lilongwe, Malawi (Grant #1NU2GGH002131) and also to achieve HIV Epidemic Control through scaling up of Quality Testing, Care and Treatment in sites outside Lilongwe (Grant # 1NU2GGH002003). Through these grants, Lighthouse would like to fill up various positions aimed at supporting establishment of a Centre of Excellence for HIV Management at Tisungane Clinic at Zomba Central Hospital and strengthening service delivery support in Lilongwe, Malawi.


MEDICAL PROGRAMS OFFICER
(1 POSITION)
Position Title : Medical Programs Officer (Quote Ref MPO1)
Reports to : Medical Director – Lilongwe
Team : Clinic
Location : Tisungane Clinic, ZCH, Zomba
Purpose of the Position:


To provide high quality clinical services at the Lighthouse Tisungane Clinic including support of inpatients HIV and TB care and mentoring of clinical colleagues at Zomba Central Hospital


Responsibilities (which include, but not limited to):

  • Provide leadership on the coordination of all Lighthouse supported medical services at Tisungane Clinic
  • Strengthen basic packages of HIV care and support, diagnostic support and interventions that are appropriate to HIV care clinics;
  • Provide out-patient clinical services at the Tisungane clinic, including
  • Diagnosis and treatment of opportunistic infections
  • Initiation and maintenance of prophylactic medication
  • Initiation and maintenance of antiretroviral therapy
  • Initiation and maintenance of pain control medication
  • Provide clinical support to the day-care observation patients
  • Implement integrated HIV Care services including TB, Family planning, Cervical Cancer Screening and Treatment and other non-communicable diseases
  • Protect patient confidentiality at all times
  • Make appropriate referrals to external services, including ZCH
  • Assist in training and mentoring of LH clinicians and nurses as well as medical students and other external clinical staff (ZCH) in HIV/TB related topics
  • Coordinate and practically support in-patient Lighthouse HIV and TB services like comprehensive HIV testing, immune status assessment, opportunistic Infections diagnosis and treatment in cooperation with the Clinic Manager
  • Understand and follow Lighthouse procedures and guidelines, and relevant National guidelines
  • Maintain and update accurate and detailed patient records and to generate reports as defined in National ARV Guidelines, including quarterly cohort analysis.
  • Support operational and other research activities at the Tisungane Clinic
  • In liaison with the Medical Director, address health systems bottlenecks that impact on the quality of clinical care, retention and attainment of viral suppression
  • Strengthen linkages between HIV care and support and other HIV prevention services
  • Ensure integration of other medical services into ART’s overall comprehensive services
  • Contribute to the Lighthouse as an organization by participating in regular Lighthouse Team meetings
  • Follow a personal Annual Performance and Development Planning process
  • Other ad hoc tasks as required

Required Qualifications, Skills and Competencies

  • MBBS or equivalent Clinical qualification
  • Masters’ Degree in Public Health / Health Systems or equivalent
  • Minimum of five years’ experience in HIV and ART patient management
  • ART certification by Ministry of Health is preferred
  • Registered with Medical Council of Malawi
  • Good Interpersonal skills
  • Those currently employed by the Government are not eligible to apply  Directly Supervises
  • Clinic, HTS, Administration and M&E managers
