DRC Uganda is currently looking for a highly qualified and motivated individual to join our dynamic team as a Monitoring, Evaluation, Accountability, Learning (MEAL) Assistant.
Project Background
The Karamoja Strong consortium, with the Danish Refugee Council (DRC), Agency for Pastoralist Development (APaD), African Women Rising (AWR), and Samuel Hall, brings together organizations with significant experience in the region – each with a unique focus and value-add – to merge global innovations with local knowledge in order to develop sustainable and innovative solutions. The project strengthens longer-term resilience and addresses root causes of conflict, while mitigating the impact of cyclical shocks through anticipatory action. By applying a gender transformative lens across all activities, the project directly supports women as agents of climate adaptation, conflict management and peace building in their communities.
The overall purpose of the role:
The MEAL Assistant will contribute to the integrated framework for monitoring and evaluating the project across all partners. She/he will contribute to/ensure compliance with accountability and quality standards (CHS-DRC certified in 2017) and training all project staff in CHS, DRC Code of Conduct and PSEA. She/He will put in place and implement a comprehensive monitoring-assessment system while working closely with partners and will also be responsible for; baseline assessment, quarterly project reviews with the participation of all partners and potential involvement of representative groups, a database for administrative and financial monitoring, a database of beneficiaries (gender, age and diversity disaggregated), tools to plan and track the implementation of the project outputs and outcome, regular field visits and an end-line evaluation. She/He will contribute to documentation of lessons learned and best practices..
Your main duties and responsibilities will be:
MEAL capacities and commitments
- Contribute towards the Implementation of DRC guidance for MEAL and division of labour as per MEAL workstream RASCI, particularly vis-à-vis programme staff, and foster collaborative relationships with internal and external stakeholders.
- Support capacity building, training and support for programme and sectors and field staff to improve the field monitoring or any other MEAL needs.
- Apply and adapt DRC MEAL model and the relevant Building Blocks and guidance to the implementation of the Project.
Compliance (data handling, adherence to DRC standards)
- Apply DRC guidance with respect to data handling to ensure GDPR compliance
- Apply accountability and ethical frameworks and principles, including CHS, in line with DRC standards
- Adhere to DRC’s Code of Conduct and act in accordance with DRC’s protection protocols and Standard Operating Procedures
Results Monitoring and Data Management
- Output monitoring: Lead in the consolidation and review of disaggregated output values in the project Indicator Tracking Table (ITT).
- Quantitative data collection: Translation of quantitative tools, Training of enumerators, Supervision of quantitative data collection (phone-based or in
- person), Support with preliminary data cleaning/translation for selected response categories.
- Qualitative data collection: Design, translation of qualitative tools (FGD + IDI/KII guides), Direct qualitative data collection (FGD + IDI/KII),
- Training on qualitative data collection and Cleaning and analysis of qualitative data.
- Data analysis and visualisation using QGIS
- Support quality throughout Project Cycle Management, in line with DRC guidance and division of labour, accommodating external requirements and
- internal evidence needs. Specifically, support implementation of MEAL plans, indicator tracking tools and other relevant tools.
- Actively participate in project Kick-off meetings, Quarterly Review meetings and Close-out meetings to highlight cross-project components aimed at
- replicating good practices and strengthening synergies between projects or programmes.
- Apply ethical principles in the field work, including with regards to DRC Code of Conduct and in line with Protection referral protocols and SOPs.
- Implement protocols for data protection, storage, sharing, and security.
- Carryout modelling and data support as may be required
Accountability
- Support implementation of the different mechanisms for community engagement and feedback in monitoring, evaluation, accountability, and learning in the program location.
- Support the implementation of DRC’s Community Feedback Mechanism in the settlement
- Register and follow up to complaints in a timely, safe and accountable manner.
Evaluation, analysis and learning
- Facilitation of after-action reviews (post-activation), other group learning sessions
- Regularly present key MEAL findings and feedback to relevant key stakeholders
- Participate in and assist in internal or external evaluation processes as required, including the baseline, project midterm evaluation (MTR) as well as end line evaluation
- Support analysis, interpretation, and communication of the MEAL findings externally, in the area of responsibility.
Perform other duties as directed by the Line Manager.
About you
To be successful in this role we expect you to have an understanding of and ability to work with data collection software, preferably Kobo Toolkbox, Commcare, ODK. Moreover we also expect the following;
Required
- Bachelor’s degree in a relevant field (international development, social sciences, statistics)
- Minimum 3 years of relevant work experience in monitoring and evaluation preferably in non-governmental organizations, or civil society.
- Experience working with NGOs and/or the humanitarian sector, and use of data collection tools.
- Experience working in monitoring and evaluation of relevant programme sectors.
- Understanding of Core Humanitarian Standards (CHS) and ability to apply accountability and ethical standards in everyday work.
- Knowledge of data analysis practices and tools and perform data quality control.
- Ability to engage with partners and/or a partnership model of working, when relevant.
- Facilitation and training skills with diverse audiences of NGO practitioners.
- Competencies to work and deliver under pressure, within time constraints and to manage job priorities.
- Good skill in MS Word, Excel, and PowerPoint and Office365.
- Ability to think critically and apply critical thinking at work.
- Demonstrated interests and ability to learn.
- Good verbal and written communication skills.
Desirable
- Experience of working in insecure environments.
- Experience with DRC Core Sector
- Experience in using information management systems, as relevant.
- Ability to speak the local language
