Role Overview
Our multi-country Monitoring, Evaluation, Research, and Learning (MERL) team is building a robust system of measurement, evaluation, research, and learning to drive improvement of programmatic work at Last Mile Health (LMH). The MERL Officer will support the Uganda office in designing and implementing a comprehensive MERL plan as part of the team's current effort to build out a three-year country strategy. They will support the development and implementation of MERL plans that measure progress, outcomes, and impacts of health systems strengthening, community health workforce upskilling, and community based primary care service delivery in the Uganda programs.
The MERL Officer will ensure programs in Uganda are implemented with high quality, support in the tracking of indicators, ensure data quality and effective data management systems, lead data collection in the field, and support in the creation of interactive dashboards and data visualizations to promote data use for decision making. Working collaboratively across teams, under the supervision of the Uganda Country Director, and supported by the MERL Director, the MERL Officer will also support the synthesis and dissemination of results to ensure effective feedback and use by the Uganda Team and wider LMH team.

Responsibilities
• Track program and organisational indicators and targets across the Uganda program
• Support design and implementation of data collection activities
• Support the development and implementation of MERL plans and potentially research studies for projects, including evaluation questions, methods, indicators, targets, analytics, reporting, and dissemination
• Support data management, quality assurance, and data cleaning procedures
• Work with the MERL analyst to create accessible, relevant, and timely data dashboards and visualizations to be used internally and externally for strategic decision making. Support results dissemination through data presentations, evaluation reports, and manuscripts
• Ensure MERL plans are fit for purpose and responsive to programmatic priorities and learning needs. Share findings with program teams and collaborate to use findings to refine strategies, strengthen programs, and improve activities
• Develop data collection tools (e.g., surveys, key informant interview guides, focus group guides) and project management processes for implementing those tools

Skills and Experience
Items indicated with an asterisk (*) are required
• Experience designing and/or implementing monitoring, evaluation, and learning plans for public health projects, ideally community health or digital health projects*
• Experience in data visualization using tools such as Excel or Tableau to illustrate results in dashboards or graphics*
• Demonstrated experience with stakeholder engagement and ability to collaborate with and provide technical support to internal teams*
• Prior experience facilitating inclusive and culturally appropriate conversations with a range of stakeholders across geographies and cultural contexts*
• Ability to clearly communicate complex technical information to a wide variety of audiences and help persuade stakeholders to adapt policies/programs strategically as aligned with the evidence and appropriate for local context*
• Experience collaborating with and coaching program/implementing teams to support data use
• Experience in global health, digital health, or health worker training, specifically on the continent of Africa
• Demonstrated commitment to social justice, diversity, equity, and inclusion
