IAVI is in search of an exceptional Monitoring, Evaluation and Learning (MEL) Data Coordinator located in Uganda or Kenya. .

Position Summary:
The Monitoring, Evaluation and Learning (MEL) Data Coordinator will support the ADVANCE MEL Director in implementing MEL processes and systems. Given lAVl's focus on innovation and research and development, MEL approaches utilized are mixed methods and require thinking outside the box, comfort with ambiguity and drawing on various evaluation theories. Focus areas for the MEL Data Coordinator include:
• supporting the development and implementation of MEL systems, tools and plans
• ensuring systems are in place and operational and that program reporting is of high quality and meets reasonable standards
• conducting and guiding the collection of qualitative data for evidence-based case studies and similar narrative documents
• working with program managers on collecting, verifying and aggregating quantitative and qualitative data for review
• informing evidence-based learning and planning by providing timely and accurate data and information for quarterly review
• working collaboratively with all relevant staff and stakeholders to build understanding of the MEL approach and support consistent implementation
Supporting the development and implementation of monitoring, evaluation and teaming systems (40%)
• Review MEL systems, processes, indicators and tools to identify MEL needs and recommend strategies as appropriate
• Support the development and maintenance of a program MEL database system and support the development of system to manage qualitative data and information and facilitate use
• Recommend strategies for strengthening data collection, interpretation and use as appropriate
• Provide on the job training and work collaboratively to build MEL capacity of staff, volunteers and partners
• Support staff and partners in collecting and documenting success stories: lessons learnt and promising practices using recommended templates and formats
• Provide aggregated data and graphics for periodic program review meetings and participate in discussions as needed
• Maintain confidentiality of monitoring and evaluation data and observe data protection and other associated guidelines — ensure these guidelines are understood and adhered to by all relevant staff and partners
Monitoring and reporting (45%)
• Collect and review data forms or reports from staff: partners and communities as needed and enter reviewed and verified data into database and/or submit to program management
• Lead and provide support in the compilation of Monthly, Quarterly, Bi-annual and annual reports through provision of timely, accurate and updated data
• Resolve and give updates on issues related to quality and assist in implementing actions to address data quality concerns review data, identify and fix inconsistencies
• Support activities that support data use and review with guidance from the ADVANCE MEL Director. This includes summarizing data in charts and graphics using Excel or some other equally appropriate software, identifying activities that support the integration and/or triangulation of data from various data sources to identify trends, issues, potential learnings, gaps or other findings related to program quality and/or implementation Supporting Evaluations, Assessments and Relevant Studies (15%)
• Coordinate with the ADVANCE MEL Director as needed to share relevant program data and provide an overview of internal MEL mechanisms pertinent to commissioned evaluations
• Assist in implementing evaluations, including reviewing data collection tools, conducting accurate data entry, transcribing interviews, and conducting basic data analysis as needed
• Support in recruiting and training data collectors (enumerators tor surveys and facilitators for focus groups and key informant interviews], transcribing recordings as needed, and support the analysis and report development processes
• Manage, organize and facilitate evaluation related data collection, including communicating with the relevant authorities and communities as needed and supporting IRB follow-up when needed


Desired Qualifications and Experience
• Bachelor‘s degree in a relevant area, such as public health, education, community development or other social science (anthropology, sociology etc)
• Minimum 3-5 years of professional experience in MEL or in related areas, such as research support
• Experience working in humanitarian or development programs, such as public health, education, policy, advocacy or community development
• Experience implementing and improving monitoring and data collection systems
• Good analytical and problem-solving skills and experience solving complex monitoring and evaluation process issues
• Experience conducting coordinating qualitative research (key informant interviews, focus groups, small-sample surveys, participant observation, etc.)
• Experience conducting qualitative comparative analysis and other qualitative analysis, preferably using analysis software
• Excellent computer skills and familiarity with MS Office software and ability to effectively operate MS Excel for MEL processes
• Strong interpersonal and communication skills

Preferred
• Experience conducting basic data aggregation and analysis
• Experience in database management
• Experience using tablet software for data collectio
