Job details:
The Maternal and Child Survival Program (MCSP) is USAID's global maternal, neonatal and child health integrated technical support program. MCSP engages governments, policy makers, private sector leaders, health care providers, civil society, faith-based organisations and communities in adopting and accelerating proven approaches to address the major causes of maternal, newborn and child mortality and improve the quality of health services from household to hospital.

To facilitate scale up and adoption of best practices from previous interventions, USAID has requested MCSP to implement an 18 months long integrated Maternal Newborn and Child health (MNCH) project in Uganda starting November 2016. The project will be implemented in five districts of Eastern region of Uganda managed by John Snow Inc. (JSI) on behalf of the global MCSP program.

MCSP in Uganda would like to fill the following positions:

Monitoring, Evaluation and Learning Officer Kampala
Reporting to the Team Lead, with backstop support from the Washington, DC headquarters office, the Monitoring, Evaluation and Learning Officer (ME&L) will lead the project in use-of-data capacity building and mentoring efforts at different levels of the health system, as well as managing internal monitoring/evaluation and teaming needs-which include capturing systematic documentation of activities and progress. The ME&L Officer will work closely with the MOH and select districts in the Eastern Region to support the implementation of the MNCH Sharpened Plan in the roll out of low cost, high impact, evidence based MNCH interventions that can be applied at different levels of health care that can contribute to reduction in maternal, newbom and child mortality.

Specific responsibilities:
Strategic Planning and Development
As a key member of the team, the ME&L Officer will contribute towards the development and implementation of MCSP MNCH strategy, including, but not limited to:

  • Oversee program documentation, both qualitative and quantitatively
  • Contribute to the development of, and advocacy tor, MCSP related indicators
  • Participate and the take the lead in-developing and updating the program’s internal ME&L plan

Data Management
The M&E Officer will provide leadership for data management at MCSP, including, but not limited to:

  • Support data management in the MCSP program, including advising on data collection, processing, analysis, and reporting. This would include developing and implementing data quality management (DQM) systems, including data quality assessment] auditing, assurance, and storage guidelines
    Work together with the MOH resource centre in the generation and reporting of the EPI information

Project-Specific Monitoring and Evaluation
To work closely with the projects staff members to ensure appropriate monitoring and evaluation of projects, including, but not limited to:

  • Support the program team and MCSP partners to ensure that performance indicators are developed/followed and are met
  • Develop a culture where baseline surveys, mid-term and end-of
    program evaluations are routinely done and take a lead on the preparation of terms of reference and data collection methods and tools for such surveys and evaluations
  • Generate in consultation with other project staff monthly, quarterly, semi-annual and annual reports as required by the funder and submit the reports to the project Chief of Party according to provided time schedule

Disseminating of lessons learnt and best practices in a way that supports continuous improvement in selected program districts

  • Lead learning reviews for the program to identify critical lessons and best practices from MCSP work that can be widely disseminated to inform health managers on best practices
  • Support inclusion of M&E information in papers as well as co
    authoring abstracts and papers, or presenting at conferences. as appropriate
  • Undertake other duties within MCSP as required by the Supervisor

Qualifications

  • A Master's degree in Clinical Epidemiology, Public Health or Bachelors in Statistics or Quantitative Economics from a recognized university. An accompanying diploma/qualification (add-on) in monitoring and evaluation or program management and planning will be an added advantage.
  • Previous experience of 4 years working in handling datasets using statistical packages such as SPSS, STATA, EPI-data, etc.
  • Knowledge of major MNCH best practices as well as implementation of RMNCH programs in Uganda.
  • Experience working with the MoH both at the central and district level
  • Experience working with USG funded programs.
  • Strong training and computer skills
  • Ability to coordinate a broad spectrum of partners in health
  • Excellent writing, data collection, analysis and reporting skills
  • Excellent facilitation, oral and written communications skills
  • Ability and willingness to travel to Eastern Region up to 70% of time
