JOB DETAILS:
JOB PURPOSE
Monitoring and Evaluation Coordinator shall be responsible for designing, developing, and implementing strategies to measure the effectiveness of programs and services. He/she must have excellent analytical and problemsolving skills, as well as strong communication and organizational abilities.
Reports to: Head of Programmes
Key roles of the Monitoring and evaluation coordinator shall include but not limited to:
• Develop and strengthen monitoring, inspection and evaluation procedures. • Develop an M&E log frame, monitoring and reporting tools for staff utilization and efficiency in monitoring and documentation.
• Monitor and evaluate overall progress on achievement of results;
• Monitor the sustainability of the project’s results;
• Conduct capacity assessment and progressively improve on existing monitoring and evaluation system;
• Engage is training of M&E unit staff based on capacity assessments;
• Develop indicators and a monitoring strategy for the organization projects;
• Maintain up-to-date organization project logical frameworks;
• Develop monitoring and impact indicator for the project success;
• Provide inputs, information and statistics for monthly, quarterly, annual and other reports to Project Management Team.
• Participate in annual project reviews and planning workshops and assist the Head of Programmes in preparing relevant reports;
• Support monitoring and evaluation of the effects and impact of the project;
• Provide feedback to the field management on project strategies and activities;
• Suggest strategies to the Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
• Report monthly, quarterly, half-yearly and annual progress on all project activities
• Ensure that the project has Measurable Outputs and Performance Indicators • Perform other duties as required;
FUNCTIONAL CAPABILITIES
• Strategic Management: He/she shall display basic understanding of HFU’s policies and strategies and support perform monitoring and evaluation of activities and their inter-relationship.
• Performance Management: He/she shall apply knowledge of HFU’s performance management system to manage resources and relationships to undertake monitoring actions or deliver straightforward evaluations of operations, programmes, or processes to HFU monitoring and/or evaluation quality standards.
• Qualitative/Quantitative Methodology: He/she shall understand and apply an appropriate mix of established methods and data collection tools to monitoring, reviews or straightforward evaluations, in line with HFU’s strategic and operational results frameworks (metrics), HFU guidance and technical standards.
• Data Analytics and Visualization: He/she shall collect and summarizes Programme data, including information on distribution site logistics, planned and reached targets for all Programme assistance modalities and activities.
• Programme Monitoring and Review: He/she shall gather, organize, and provide data on Programme outputs, processes, and outcomes, including distribution plans and the status, quantity, and quality of food and cash distributed and technical assistance provided on a monthly or cycle basis.
Prevention of Sexual Exploitation and Abuse, and Zero tolerance to fraud
• Actively promote PSEA (Prevention of Sexual Exploitation and Abuse and zero tolerance to fraud) standards within Hunger Fighters Uganda and amongst beneficiaries served.
• Compliance & Ethics
• Promotes and encourages a culture of compliance and ethics throughout Hunger Fighters Uganda.
• As applicable to the position, maintains a clear understanding of Hunger Fighters Uganda’s and donor compliance and ethics standards and adheres to those standards.
• Conduct work with the highest level of integrity.
Personal Specifications
• Master’s Degree in Business Administration, Economics, Statistics, PGD in Monitoring and Evaluation/Project Planning and Management or related field.
• Not less than 4years of experience in the similar or equivalent position of monitoring and evaluation
• Experienced in designing tools and strategies for data collection, analysis and production of reports;
• Proven ICT skills, especially in the development of MIS software using database software;
• Demonstrable expertise in analyzing data using statistical software; • Strong in training & facilitation skills.
• Ability to multitask.
• In-depth knowledge on M&E and development issues.
• Excellent written and oral communication skills.
• Ability to respond positively to critical feedback and different points of view.
