The overall role of the Monitoring and Evaluation (M&E) Officer:
The M&E Officer will be responsible for overall monitoring and evaluation (M&E) of the programmes and projects implemented by The Union's Uganda Country Office. S/he will design and implement a monitoring system for collecting/tracking regular progress and informs the management through periodic reports.
Responsibilities:
• Design and implement M&E Systems:
• Develop and implement an M&E plan, including developing common data collection indicators, designing tools/ templates and assisting with regular data collection/generation process.
• Provide technical support to project staff on implementing an M&E plan and logical frame-work in addition to data collection and analysis to determine progress achieved by the different projects.
• Capacity Development in M&E:
• Provide technical support to staff members for all M&E related activities through training on M&E concepts, tools and skills building.
• Participate in designing training and communication materials about projects and the M&E system.
• Work closely with the projects staff and the MOH/district implementation teams to enhance proper data collection and reporting.
• Project Information Management:
• Track periodically projects' outputs and outcomes in close coordination with projects' im-plementation teams. Collect, check, verify and compile data from the field and compile monitoring and evalua-tion reports as stipulated in the M&E

• Update and maintain projects databases.
• Reporting and Documentation:
• Prepare periodic M&E progress reports and submit them to the immediate supervisor.
• Write and review field-level assessment reports, baseline studies and evaluation reports.
• Collect and/or assist in collecting case stories, best practices, lessons learned; update and manage that information in project reports and other knowledge products.
• Work closely with the project team to ensure that lessons learned from project evaluations are adequately documented.
• Contribute to developing and managing knowledge products of projects.
• General responsibility:
• Prepare a plan for field visits for M&E purposes and conduct them as and when required.
• Conduct regular monitoring of projects' interventions to ensure the quality delivery of in-puts and generate expected results.
• Participate in internal and external monitoring missions as well as qualitative and opera-tional research studies.
• Work closely with the project team members and relevant stakeholders for monitoring and evaluation of project interventions.
• Assist in organising and supporting various events such as meetings, workshops, conferences, and seminars.
• Carry out other duties and responsibilities related to M&E as assigned by the supervisor.
Job Specification:
Bachelor's degree in a health-related field, a post-graduate degree in M&E with at least five years of experience in humanitarian and/or development organisation in designing, implementing and overseeing M&E related tasks and extensive knowledge, understanding and experience of tuberculosis and HIV control.
Experience in quantitative and qualitative data collection and analysis. 1. Good interpersonal, communications and development organisation in designing, implementing and overseeing M&E related tasks and extensive knowledge, understanding and experience of tuberculosis and HIV control.
Experience in quantitative and qualitative data collection and analysis.
Good interpersonal, communications and facilitation skills.
Hands-on experience in managing database software.
Strong statistical skills, including knowledge of Microsoft applications.
Working knowledge of the English language along with ability to write reports.
Programmatic experience in public health and health system management will have added advantages.
