JOB DETAILS:
Job Summary.
The M&E officer will be responsible for monitoring and ensuring high quality and timely inputs, maintaining the project's strategic vision, and achieving its intended outputs in a cost-effective and timely manner. The M&E officer will be in-charge of designing and implementing the project's M&E activities, assisting the project manager in preparing quarterly and annual reports, monitoring project activities, developing and maintaining the project's management information system, and collecting and analyzing data related to project activities. The position involves working closely with the project team, Operations Manager, UNHLS officials, private sector, government, and non-government officials.

Key Responsibilities:
Coordinate with technical advisors and partners on the creation and update of an implementation plan.
Develop a tailored monitoring and results tracking plan for monitoring performance.
Analyze data and contribute to compilation of high-quality reports for project management purposes.
Support project staff and partners to use digital data collection tools during assessments, laboratory audits, training among other activities.
Collaborate with the laboratory technical teams to identify essential project activities and document key changes, lessons learned and best practices.
Suggest to the project management team strategies for increasing project efficiency and effectiveness by identifying bottlenecks in project completion and developing plans to minimize or eliminate such bottlenecks.
Participate in periodic project reviews and planning workshops and assist the M&E lead preparing relevant presentations.
Monitor all project activities and progress towards achieving the project goals.
Assist the project team in developing M&E tools and support the team in their use.
Recommend further improvement of the M&E plans.

Expected Outputs:
Updated performance tracker and implementation plan.
Documentation of key lessons and best practices
Informative progress reports and Succinct project presentations.
Updated issues log and project database.

Qualifications:
• Bachelor's Degree in Statistics, Quantitative Economics, Biostatistics and Business Statistics.
• Postgraduate Diploma in Monitoring and Evaluation will be of added advantage.

Required Experience:

• At least 5 years of experience in the design and implementation of M&E and management information systems in development projects implemented by NGOs or Government
• Experience in designing tools and strategies for data collection, analysis & production of reports.
• Experience with the Development of work plans and implementation.
• Experience in Analysing Data using Statistical Software such as STATA, Excel, PowerBI, With Strong Training and Facilitation Skills
• Proven ICT skills, especially in the development of Management Information System software using database software.
