Overview:
URC is seeking an experienced Monitoring and Evaluation Specialist Family Health for the Busoga Region (Jinja) for the USAID Uganda Health Activity (UHA), a five-year program. The purpose of UHA is to support the Government of Uganda’s (GOU’s) efforts to increase the survival and well-being of vulnerable populations and improve overall health system resilience in seven priority regions. The program will strengthen the quality and availability of MNCH, FP/RH, nutrition, and facility-level WASH services as well as health systems at the regional-, district-, facility-, and community levels.

Responsibilities:
The Monitoring and Evaluation Specialist, Family Health is responsible for providing technical support to district teams in establishing & maintaining a robust and functional Community and family health Monitoring & Evaluation System . This role will be under the supervision of the Regional M&E Advisor.

Specific responsibilities include the following:
• Build capacity of project technical teams (including district data officers and Medical records assistants ) on measuring community and family health project indicators, setting targets, and provide analysis of community and family health data.
• Participate in routine data quality assessments conducted across supported Districts (including community DQA)
• Initiate technical review meetings together with technical advisors on a routine basis to review data by technical area.
• Working with Cluster M&E officers, conduct routine technical support visits to mentor and coach health facility staff in data management.
• Extract data from DHIS2 and provide feedback to M&E teams on entry status, and synchronization
• Extract DHIS2, PRIS data and conduct data quality checks and provide feedback to M&E teams for appropriate action
• Working with Regional M&E Advisor, initiate, and conduct community-level surveys (i.e LQAS) to inform the measurement of community-level indicators.
• Work with the Regional M&E Advisor provide technical support for community M&E systems
• Conduct routine and frequent data analyses, including designing of various creative data presentation and visualization tools (including GIS), and share results with supervisor and technical advisors and the entire project team
• Participate in collection and aggregation of data for ad hoc data calls from donors
• Participate in development and management of UHA database, ODK (includes submission of data to upload in project database)
• Participate in the planning for dissemination and lessons learned and present results of program achievements and outputs in written reports and at conferences and meetings.
• Initiate QI projects (M&E related) as informed by data to facilitate improvement across clusters.
• Participate in quarterly, semi-annual, annual project report compilation.
• Support TAs, DHTs and facilities to synthetize data for their areas and to support data utilization for timely decision making.
• Provide technical guidance to district and healthcare facility level project teams to improve the quality of their community records and data
• Ensure that all stakeholders in the collection and management of the data to be used by the project have a clear understanding of the results framework, indicators, targets, and the data collection tools.
• Plan, and implement M&E activities centrally in line with set standards as guided by Regional M&E Advisor
• Provide Technical Assistance to the districts to quantity for HMIS2 tools.
• Participate in the revision and development of annual workplans
• Any other duties assigned by the supervisor

Qualifications:
Required Experience and Qualifications
• Bachelor’s Degree in Statistics, Economics, Social Sciences or related field
• Master’s Degree in Statistics, Public Health, Epidemiology, or other relevant field is an added advantage
• At least five (5) years of relevant professional experience in leading M&E processes, including routine health and survey data management and survey activities for complex health systems strengthening and/or service delivery programs.
• Experience in providing technical support through Health Systems Strengthening approach in malaria, family planning, maternal, newborn and child health, or nutrition is desirable.
• Demonstrated expertise in both quantitative and qualitative research methods
• Experience with managing conventional and QI databases, including data analysis and manipulation, and designing of creative data visualization tools.
• Proven proficiency in statistical software such as STATA, Epi-Info or similar, specifically for analysis of public health data and large datasets.

Desired Experience and Qualifications
• Previous experience working with URC and USAID is an added advantage.
