Position Overview:
Right To Play (RTP) , a fast-growing International Non-profit Organization with headquarters in Toronto, Canada, is looking for a Monitoring, Evaluation and Learning Coordinator for the Africa Office in Kampala, Uganda. The Africa Monitoring, Evaluation and Learning Coordinator (AMELCo) reports directly to the Africa MEL Manager. The main responsibility of the AMELCo is to support the MEL Manager in the implementation of monitoring, evaluation and learning (MEL) across the region to ensure that Right To Play contributes to a healthier and safer world through sport and play by facilitating continuous organizational learning, providing credible evidence and improving program quality. The AMELCo collaborates with staff, not only at the Africa Office and country office level, but also within the broader region and across the organization, globally. He or she works closely with the Africa MEL Officer who also reports to the Africa MEL Manager. Both positions are based in Kampala, Uganda with occasional travel to the country program offices. The primary roles and responsibilities of the AMELCo are to (a) Support in the implementation of Right To Play‘s monitoring, evaluation and Learning plan, within the RTP global Monitoring and Evaluation (ME) framework and specific to country strategies, needs and contexts; (b) Support in programs outcome monitoring and support the development of regional dashboards and program reports; (c) support program evaluations.

Specific Job Responsibilities. Monitoring, Evaluation and Learning systems Management (40%)

  • Supports analysis and compiling outcome monitoring data and support in reporting, documentation and learning activities
  • Conducts data audits and checks data for data quality assurance,
  • Ensures storage is in line with RTP standards.
  • Conducts analysis of regional duty, and share quarterly regional dashboard reports.
  • Ensures timely and accurate reporting of outputs by coordinating, analyzing, updating and maintaining the quarterly count system.
  • Develops and submits output, outcome, and evaluation reports to the Country Manager and the Regional MELO.
  • Assists in development and implementation of regional MEL database which encompasses key organizational outputs
  • Participates in dialogues for innovations and improvements to enhance effectiveness of the global MEL framework and systems.

Monitoring, evaluation and teaming capacity building and support (30%)

  • Supports MEL related capacity building to stall and partners as necessary across the region
  • Supports regional MEL trainings to enhance monitoring, evaluation and learning and information sharing of regional and partners staff and supports MELOs to design and implement trainings in respective countries.
  • Conducts periodic country technical assistance to support quality of data management systems.

Conducting Assessments, Evaluations and Studies (2l1"/n)

  • Provides technical support in major baseline and mimic assessment studies
  • Provides technical support in mid-term and evaluations, strategic learning studies and operational research learning studies and researches Performing other duties as assigned (10%)

Minimum Requirements (Must have) _

  • Bachelors degree in social sciences, development or related discipline.
  • Training in Monitoring and Evaluation such as university courses, workshops, certificates.
  • 3 years of practical experience developing and implementing monitoring and evaluation frameworks (developing logic frameworks, outcomes, indicators, targets and data collection plans).
  • 1 year of practical experience working with social programs.
  • 3 years leading and conducting data collection, both qualitative (focus groups, interviews, observations) and quantitative (surveys, statistics review).
  • Experience conducting high level analysis for quantitative data (descriptive and inferential analysis) and qualitative data (identifying key themes and subthemes).
  • Experience managing data sets (coordinating data entry, ensuring data quality, managing data confidential storage).
