Project Summary:
The purpose of the Strengthening Systems and Public Accountability (SSPA) Activity is to improve service delivery through strengthened accountability, deepened public participation and oversight, and reduced corruption within Uganda’s public service sectors. This will be achieved by improving leadership and accountability for results, strengthening the standards, reward and sanctions systems for public officials, challenging the norms, attitudes and behaviors that fuel corruption, and support citizen engagement to demand better services. The three main objectives of the Program are increased citizen voice, coalition building, and engagement with government to reduce corruption; Key systems and standards enhanced in anti-corruption and accountability institutions at the national and sub-national level to combat corruption; and strengthened accountability processes within specific service delivery sectors, in particular natural resource governance in refugee districts and wildlife crime related corruption. The project is expected to begin November 2021.

Position Summary:
The Monitoring, Evaluation, and Learning Advisor will be responsible for development of monitoring, evaluation, and operational research plans to inform program management and strategic direction. This individual will make operational decisions and manage various components of the program dealing with M&E, oversee data collection efforts and ensure both the AMELP and results reporting meet the requirements of the Strengthening Systems and Public Accountability (SSPA) Activity.

Responsibilities:
• Develop Monitoring, Evaluation & Learning (MEL) plans to inform program management and strategic direction.
• Ensure activities effectively target gender and other socially excluded groups.
• Manage various components of the project dealing with Monitoring & Evaluation (M&E).
• Ensure data is packaged for learning summits and lessons are shared to the team and stakeholders.
• Participate in SSPA Advisory Board.
• Oversee data collection efforts and ensures both the AMELP and results reporting meet the requirements of the project.
• Develop staff’s MEL capacity.
• Lead design of data collection tools and guides.
• Oversee baseline implementation, ad hoc assessments, surveys, and special studies.
• Ensure efficient processes for identifying, implementing, and learning from activities.

Qualifications:
• Bachelor’s degree in monitoring and evaluation, international development, political science, or a related field required.
• At minimum five years of relevant experience in monitoring, evaluation and learning in development partner funded projects.
• Demonstrated research experience and skills, complemented by experience in collaborating with various types of partners
• Experience in the use of iterative adaptive management approaches; exploring alternative ways to meet management objectives, monitoring to learn about the impacts of management actions, and then using the results to update knowledge and adjust management actions.
• Excellent writing, presentation, and communication skills.
• Familiarity working with and on donor projects preferred.
• Fluency in written and oral English required.
