JOB DETAILS:
National Population Council (NPC) is a government agency established by an Act of Parliament in 2014 as a semi-autonomous institution under the Ministry of Finance Planning and Economic Development. The Council transitioned from the Population Secretarial that was established in 1988. It is mandated to coordinate the implementation of the National Population Policy and Programme, advocate for integration of population factors in development planning in accordance with the agreed framework under the National Development Plan. NPC Invites applications from suitably qualified Candidates to fill the following vacant posts.

Job Summary: To provide overall strategic leadership in the management and implementation of programs in the Monitoring and Evaluation Department.
Duties and Responsibilities
• Provide technical guidance in Monitoring and Evaluation Systems and processes in the National Population Council
• Provide technical guidance and direction for NPC's M&E activities and resulting deliverables including reports
• Lead the design, implementation and management of M&E systems including development of performance management plan (PMP) and implementation of special studies and surveys and help develop other
• Indicators:
• Provide guidance on M&E approaches and strategies as required in support of the National Population Program:
• Lead the research agenda in the department
• Lead the development and review of M&E templates as part of organization
• -side effort to improve program reporting capabilities
• Lead the training on results based management (RSM), monitoring and evaluation (M&E) and data management
• Lead and support the systematic reporting of M&E data.

Qualifications:
• Bachelor's Degree (Honors) in Economics, Statistics, population and
• demographic studies. Development Studies and Social Sciences from a recognized Institution
• Master's Degree in Economic Policy and Management Policy Analysis, Public Sector Management of Population and demography, Monitoring and evaluation from a recognized Institution
• A postgraduate qualification in Project Planning and Management is essential
• Experience: At least 9 years working experience three (3) of which must have been at a Principal Level Officer or equivalent level in a reputable institution
• Other Requirements: A good knowledge on Strategic Planning, Budgeting, Advocacy Policy Analysis and Report Writing
