Position: Monitoring and Evaluation – GIS Expert
About the project
Action for Child Social and Economic Transformation (ACSET) Uganda in partnership with URBIS foundation is implementing a project entitled, Promotion of Renewable Energy Use in Uganda (ProREU), with funding from GIZ. This project is implemented in 8 districts of the Lango sub region and contributes to the overall “Green People’s Energy” aim, which is to improve the conditions for supplying regions in rural Africa with decentralized renewable energy, assisted by the involvement of citizens, local government, civil society organisations and the private sector. ProREU project will therefore train 50 Solar Extension Agents (SEA), carry out a mapping of solar technicians, functional and non-functional solar systems in public institutions and households and establish a SEA network in Northern Uganda. .

Roles and responsibilities
GIS/Data Management
• Recording the coordinates of all installed solar systems by GPS on Google My Maps platform satisfaction
• Use a range of GPS tools in the field to capture the location of solar systems in the 8 districts of Lango sub region
• Compile geographic and demographic data for all solar systems in the Lango Sub region
• Undertake desk-based data capture (digitizing) to convert paper maps to GIS datasets
• Create and maintain the structures necessary for GIS data storage
• Develop tools for loading/transferring GIS data from phones/tablets to the main system
• Create maps and graphs using GIS software and data collection equipment.
• Gather and report on the mapping data and determine how data sets are best utilized through GIS
• Compile data for statistics to incorporate into documents and reports
SEA Network Management • Training of SEAs on mapping, data collection and usage of the tablets to perform field work
• Perform spot checks for all places mapped by the SEAs
• Support the identification of trainees alongside project manager and M&E officer
• Support in Vetting of the selected trainees to ensure they meet the eligibility criteria for the training
• Placement of 50 SEAs for an internship with local solar companies
• Supervising the trainees during the internship with local solar companies
• Releasing 50 SEAs in the community to deliver solar systems installation, repair and maintenance services
• Quarterly follow up on the SEAs progress in the community as well as quantifying the available opportunities and assessing SEAs job
Monitoring and Evaluation
• Formulate and implement mechanisms to allow the results of monitoring to be input in an effective and timely manner into project decision-making in accordance with the concept of adaptive management.
• Ensure that the results of monitoring are available and presented in a useful manner to external evaluators at project mid-term and end.

• Bachelor’s degree GIS, statistics, mathematics, computer science, or related field and minimum of 1 year of work experience
• Knowledge of M&E systems
• Demonstrated GIS skills
• Knowledge of Luo language, preferably Lango is an added advantage
