Purpose of Consultancy
The purpose of this consultancy is to provide up-to-date estimates of gender equality data and indicators to support planning, programming, intervention design for women’s economic empowerment, leadership and participation and enhance service delivery to the vulnerable and marginalized communities.
Specifically, the consultancy will be required to:
to undertake a GA in the selected refugee hosting districts to provide up-to-date estimates of basic gender equality demographics in humanitarian and development sectors particularly education, health, WASH, shelter, livelihoods, protection/GBV.
support the integration of gender perspectives in administrative data systems in selected government agencies (MDAs), HLGs and CSO-IPs for effective delivery of GEWE and SDGs.
Duties and Responsibilities
Roles and responsibilities for the two-fold assignments:
Gender Assessment
• Undertake the GA, using high-quality research, field data collection, provide advisory and capacity development services on gender assessment to provide up-to-date estimates of basic gender equality demographics in humanitarian and development sectors including education, health, WASH, shelter, livelihoods, and protection/GBV in selected refugee hosting districts of Uganda.
• Establish specific needs, capacities and coping strategies of women, men, girls, and boys including quantitative sex and age disaggregated data on trends, differences, and similarities in refugee settlements and host communities.
• Provide comparative analysis gender narratives/information before and now at the refugee settlement including sex and age disaggregated data, needs, resources, social cultural norms, decision making capacities, relations between women, men, boys, girls, and other vulnerable groups.
• Generate gender information on trends and changes in gender roles, needs, capacities, coping mechanisms, gender relations, as well as roles of religious and cultural institutions condoning or mitigating gender inequality.
• Identify existing resources and role of the community and social institutions in meeting needs and rights of women, men, girls, and boys, as well as addressing and preventing Violence Against Women and Girls (VAWG).
• Assess how existing socio-cultural norms affect the lives of conflict and disaster affected women, men, girls, and boys.
• Generate sector specific practical recommendations to inform the humanitarian programming and response plans for refugees.
Gender Integration in Administrative Data Systems
• Strengthening integration of gender perspectives in administrative data systems including the analysis of data from administrative sources to provide up-to-date estimates of basic gender equality in selected government agencies, districts and CSO-IPs in Uganda.
• Support development and integration of gender in administrative data systems for gender analysis and evidence building for monitoring and delivery of GEWE interventions and SDGs.
Duration of the assignment
• The consultancy is expected to be completed in 60 working days over the period June to December 2023. All the deliverables have to be reviewed and approved by the Program management Specialist - LEAP and the Program management Specialist – Gender Statistics in coordination with the Project Management Team.
Key deliverables
Delivery of the GA 1st June 2023 to 1st September 2023
Deliver the Rapid Gender Assessment (RGA) GA, using high-quality research applying qualitative and quantitative approaches in field data collection and analysis, provide advisory and capacity development services on gender assessment to provide gender equality demographics in humanitarian and development sectors including education, health, WASH, shelter, livelihoods, and protection/GBV in selected refugee hosting districts of Uganda.
Desk review for backup and triangulation of related work and study findings.
• Design and finalize the methodology, data collection questionnaire, framework, and assessment tools by using gender analysis tools, Inter Agency Standing Committee (IASC) checklist or any other tool proposed by the consultant and team that are suitable for collecting both qualitative and quantitative data.
• Data collection from the field and different stakeholders.
• Data cleaning, incorporating recommendations and feedback from key program specialists.
• Preparation of the final report with summary of findings and recommendations.
• Conduct meetings with program team, partners, and other stakeholders to discuss and validate findings.
• Production of two gender alerts for refugee affected districts.
• Integration of gender in administrative data 1st June to 1st December 2023
• Support development and integration of gender in administrative data systems for gender analysis and evidence building in access to justice sectors and related interventions in line with national and global priorities building on the gains of the initiative on strengthening and modernizing administrative data for monitoring GEWE and delivering SDGs.
• Review of administrative data systems including collection and dissemination mechanisms in the selected District Local Governments, MDAs and CSOs in relation to Gender Statistics.
• Undertake a desk review and update the existing GBV and VAWG data collection and dissemination mechanisms within District Local Governments, Justice Law, and Order sector (JLOS) and other selected MDAs institutions and UBOS, building on the achievements of Women Count phase one to establish that processes and tools are updated with regular collection, analysis, and dissemination of GBV indicators.
• Conduct a data needs assessment to establish institutional capacity to produce gender responsive administrative data including review of the data collection tools and alignment to relevant national and international development frameworks like National Standard Indicators (NSI), National Development Plan (NDP III) and SDGs.
• Train and provide technical backstopping to selected MDA, LG and CSO institutional focal points to integrate gender in administrative data value chain-collection, analysis, dissemination processes, and use for relevant reporting requirements including the statistical Abstract.
• Work in consultation with UBOS to support selected MDA, LG and CSO focal points to develop improvement plans for gender responsive administrative data development in collaboration with selected MDAs/HLGs/CSOs to track gender data production.
Report Writing for the Gender Assessment
All the documents and reports should be written and submitted in English language. Upon receipt of the deliverables and prior to the payment of the instalment, the deliverables, related reports, and documents will be reviewed and approved by M&E Specialist. The GA report should be developed using the following format with a maximum 60 pages and cover the following:
• An executive summary.
• Background (brief).
• Methodology and the process (brief).
• Data collection tools.
• Data analysis process, tools used for sampling and data cleaning process.
• Findings: consolidated qualitative and quantitative data files .
• Recommendations to inform gender programing, including inter alia on any adaptations needed methodology, data collection tools, understanding indicators, selection of target groups, focus on analysis among others.
Reporting, quality Assurance and governance
• Under the overall guidance and supervision of the UN Women Deputy Country Representative; the consultant will work under the direct supervision and in routine consultation with the Programme Specialist Gender Statistics and Programme Specialist WPSHA. A Reference Technical Working Group RTWG) to be co-chaired by UN Women and UBOS will be constituted to provide technical review support and quality assurance of the work. The consultant will compile a final report to be disseminated at a major National Statistical System (NSS) stakeholders’ forum. This assignment will be implemented in 60 working days over a period of six months effective 1st June 2023 to 20th 1st December 2023. The consultant will submit the final report in soft and hard copy together with a communications brief will be made to the Executive Director-UBOS and Country Representative- UN Women Uganda.

Required experience and qualifications
The Consultant is expected to have the following expertise:
Education
• At least a master’s degree in social science, Statistics, Political Science, Development Studies or economics, with a strong component on gender studies.
Experience
• At least 10 years work experience in gender and statistics, conflict resolution and peace building, and experience in prevention of violent extremism and human rights at national level or regional level would be of added advantage.
• Technical expertise in designing and leading gender assessments, or assessments on conflict prevention and peace building, with excellent analytical skills.
• Demonstrated knowledge and experience applying qualitative and quantitative research methods to conduct assessments. Experience in conducting consultations with diverse stakeholders especially relevant Government MDAs, Local Governments, Development Partners to elicit actionable information would be an asset and extensive knowledge of the Ugandan social, economic, and political context.
• Knowledge and experience and work on the National Development Plan (NDP) and SDG and National standard indicators (NSI) and related government Policy frameworks would be an asset. Knowledge and experience in development of indicators for government programmes including the decentralized framework, national and international levels.
• Detailed knowledge of the role of the UN Women programming is desirable but not a requirement.
• In-country or regional experience in gender equality and women empowerment including proven experience relevant to the women peace and security agenda.
• Proven track record of managing teams.
