UNAIDS is the Joint United Nations Programme on HIV and AIDS, that brings together the efforts and 1 resources of UN Agencies and aims to advance global progress in achieving country set targets to halt and reverse the spread of HIV and contribute to 2 achievement of the Sustainable Development Goals. The mandate of UNAIDS Country Office LUCO) is to provide leadership and coordinate support tor an 3 expanded UN system response to AIDS at country 1 level. The UN Country Team UNCT in Uganda is supporting the Government of Uganda in addressing key development challenges based on the UN 4 Development Assistance Framework (UNDAF 2016-2020) and the Government of Uganda's five
2019/2020). One of the areas that were identified by the UNCT under the leadership and guidance of the UN Resident Coordinator as an approach to “Delivering as One" is the Joint UN Programme of Support on AIDS (JUPSA).

The UNDAF and the third JUPSA have a strong focus on Karamoja region, the region that has had a double increase in HIV prevalence over the last 10 years. Karamoja region situated in north east Uganda faces unique political and social cultural challenges which have contributed to under development in the region in comparison with other parts of the country. in order to coordinate timely implementation and adequate reporting, the UCO would like to recruit a Programme Officer to support the Country Director and the Joint Team to coordinate the monitoring and reporting of results across the objectives. The Programme
Officer will also network with the Karamoja regional Programme Coordinators of UNFPA, WHO, UNCEF, UNWOMEN, FAQ on the HIV and SRHR integration which is a part of this programme.

Key responsibilities
Under the direct supervision of the UNAIDS Country Director, the incumbent will corroborate efforts with UNAIDS Country Office, UN Joint Team on AIDS, CSO Consortium and Development Farmers in Karamoja to coordinate and ensure the monitoring and reporting of of this programme. The programme officer will also perform the following

Functions:

  • Support the coordination of the overall implementation of the KARUNA HP programme, including its reporting, financial management and monitoring
  • Facilitate Karamoja regional level project coordination for KARUNA HP and development partners group in the region
  • Provide technical backstopping for local government units in data generation and compilation of district and regional monthly, quarterly, semi-annual and annual reports.
  • Provide leadership and advocacy for the programme including participation in regional Karamoja development partners fora.
  • Participate in the programme activities being implemented by other UN participating organisations.

More specifically the Programme Officer will:

  • Support proper management and coordination of the programme including financial management, monitoring and evaluation and the preparation and timely submission of required reports of activities defined in the Standard Administrative Agreement (SAA);
  • Support monitoring of Implementing Partners within the programme to ensure the quality at their work and outputs is in accordance with the Funding Agreements (including monitoring and evaluation processes, accurate reporting and for proper implementation of outstanding activities and accounting of the programme funds);
  • Draft regular analytical reports to be shared with UCD, for consolidation and approval by the Joint Steering Committee before submission to the donor
  • Support documentation the best practices and approaches for deepening the knowledge base of the achievements of the results of the programme.
  • Maintain regular information sharing between UNFPA, WHO, UNICEF, UNWOMEN, FAO and UNAEDS at Karamoja level on the implementation of the programme.
  • Work closely with the UNAIDS Strategic and information Advisor to ensure timely documentation of experiences and inclusion of Karamoia report into the national reporting.
  • Prepare, support and keep records of the meetings of the Karamoja AIDS Partners Group and expanded Karamoja Technical Working Group.

Qualifications and experience
Essential: University degree in the following areas: social or medical sciences, epidemiology and behavioral surveillance, social and behavioral sciences, public health and demography

Desirable: Advanced university degree in one of the above mentioned areas.

Experience:
Essential: A minimum of 3 to 6 years of professional experience in the HIV and AIDS field with a focus on implementing HEV prevention and/or treatment programmes

Desirable: Experience working with UN agencies at country or regional level.

LANGUAGES
Essential: Advanced knowledge of English

Desirable: Knowledge of another UN official language.

Other Skills and competencies
Strong interpersonal, representational and advocacy skills. Ability to facilitate and strengthen the involvement of a range of external partners in the HlV work. Knowledge of the UN system and development issues. Understanding of AIDS epidemic essentials.
