JOB DETAILS:
Introduction
• The ILO seeks to recruit a National Project Coordinator to manage a new Development Cooperation project funded by the European Commission (EC) that will aim to address the root causes of child labour in supply chains through area-based approaches and global collaboration. This project brings together the ILO as the lead UN specialized agency with the FAO, UNICEF and the ITC as partners. It will convene and seek the active cooperation of supply chains actors at the global, regional, national, and local level to advance an approach that puts the emphasis on solving the root causes of child labour and investing in preventive measures. The project will be implemented over a period of 40 months starting on 1st April, 2023.

The project will address child labour in the coffee supply chain with area-based intervention models, based on strategic, stakeholder-driven research in coffee regions, that build the capacity of communities to deliver interventions against child labour in any sector, particularly in agriculture. The knowledge and model interventions generated at the country level will inform and strengthen global partnerships to support the dissemination and replication of intervention strategies in other supply chains important to the European market, namely the cobalt supply chain. In coffee, the project will focus on Uganda, Vietnam, and Honduras. Interventions regarding cobalt supply chains will be in The Democratic Republic of Congo. Further, the project will collaborate with private sector through the Child Labour Platform (CLP) and foster multi-stakeholder partnerships on the elimination of child labour through support to the Alliance 8.7 Action Group on Supply Chains.
• The Project falls under the technical responsibility of the Fundamental Principles and Rights at Work (FUNDAMENTALS) Branch of the Governance and Tripartism Department (GOVERNANCE). The FUNDAMENTALS Branch carries out technical cooperation, research, and advocacy functions to assist ILO constituents to respect, promote and realize the fundamental principles and rights at work, which are: freedom of association and the effective recognition of the right to collective bargaining; the elimination of all forms of forced or compulsory labour; the effective abolition of child labour; and the elimination of discrimination in respect of employment and occupation. FUNDAMENTALS also currently serves as the secretariat for the Alliance 8.7 and the ILO Child Labour Platform.
• The National Project Coordinator will oversee the overall project management, supervision, administration, and implementation of the requirements of the cooperative agreement. S/he will establish and maintain systems for project operations; coordinate with UN agency partners; ensure that all cooperative agreement deadlines are met and targets are achieved. S/he shall coordinate the work of other project personnel and ensure smooth functioning of the entire project team and maximize synergies and efficiencies among the project components. S/he will establish and maintain working relationships with governmental and non-governmental stakeholders in the country where the project’s activities will be implemented. S/he will coordinate closely with the Senior Programme Officer on Fundamental Principles and Rights at Work Supply Chains at FUNDAMENTALS and the Secretariat of Alliance 8.7 and the Child Labour Platform.

The position is located in Kampala, Uganda, which falls under ILO Country Office-Dar es Salaam.

Reporting Lines
S/he will be under the direct supervision of the Project Manager and under the overall responsibility of the Director of the ILO Country Office for the United Republic of Tanzania, Burundi, Kenya, Uganda and Rwanda (CO-Dar es Salaam). The National Project Coordinator will also receive technical guidance from the specialists on supply chains in FUNDAMENTALS and in other technical units in HQ concerned, in the Regional Office and in the Decent Work Team in Pretoria. S/he will also oversee the work of a few national staff in the project office, including general service staff and the M&E officer, as well as External Collaborators. S/he will ensure coordination and effectiveness of interventions with other ILO projects on child labour and other fundamental principles and rights at work in supply chains, in particular ACCEL 2 in Uganda.

Description of Duties
• Lead the timely implementation, monitoring and evaluation of the Uganda component of the Project through management functions, including provision of technical and administrative supervision to the Project team in line with the ILO policy, rules and regulations and according to the final project document and work plan.
• Contribute to the management of human resources including recruitment and performance management of the project personnel at national level.
• Oversee the development and approval process of sub-contracts, monitor the performance of sub-contractors and ensure timely implementation of sub-contracts.
• Identify problems, propose solutions and action and follow-up with relevant departments at headquarters and regional office, executing agencies, government offices, constituents and other organizations to expedite implementation and meet targets.
• Provide or ensure access to legal and policy advice to the government and the social partners on issues related to the effective implementation of the fundamental principles and rights at work, with a particular emphasis on child labour.
• Organize training programmes and awareness raising activities to improve understanding on fundamental principles and rights at work and child labour in particular.
• Ensure the delivery of quality technical inputs, including qualitative and quantitative research in line with ILO core conventions on fundamental rights at work.
• Maintain close cooperation and coordination with government, employers' and workers' organizations in the planning and implementation of activities under the project.
• Establish and develop knowledge management system covering technical activities under the project including other economic and social issues of relevance to the project and proactively share knowledge on the subject of child labour, particularly in Uganda.
• Represent the Project in various fora, under the guidance of the ILO Director and the Project Manager.
• Periodically report, monitor and facilitate the evaluation of all project’s components according to the project’s document and work plan. Prepare required technical progress reports and ad hoc reports on the status of project planning and implementation for submission to the ILO and the donor.
• Ensure high-level communications to increase Project’s visibility at the national and international levels. This includes the responsibility to liaise with the UN country team, and other key stakeholders to ensure effective coordination with relevant national strategies and related technical projects. Under direct guidance of the ILO Country Office in Uganda maintain relations with mass media and concerned media groups in order to increase the impact of the project in society as a whole.
• Perform other related duties as assigned by Supervisor.

Required qualifications
Education
First level university degree in economics, social sciences, or related field and strong knowledge on development issues particularly in Uganda.

Experience
At least three years of experience in project management, supervision, administration, and implementation of grant/cooperative agreement requirements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports to the project donor) especially in the field related to child labour interventions at national level.

Languages
Excellent command of English and working knowledge of another language of the duty station will be an asset.

Competencies
• Proven capacity to initiate and implement technical co-operation programmes and activities with ILO constituents and NGOs, including negotiation skill with governments, social partners, industry associations, and mobilizing the support of international donor agencies.
• Experience in working on child labour issues in a sector-specific setting such as agriculture, as well as in value chain issues.
• Knowledge of area-based monitoring and referral systems, migration, labour law enforcement, education and social protection of children.
• Good knowledge about social and economic development, including labour and employment, in the country.
• Ability to maintain good working relationships with all project stakeholders.
• Ability to establish and maintain systems within project operations.
• Demonstrated ability to manage technical co-operation projects of international organizations.
• Ability to understand and effectively work with Government, workers and employers’ organizations, nongovernment organizations and UN agencies.
• Ability to conduct action-oriented research and write analytical technical report in English.
• Ability to conduct policy discussion and high-level political processes.
• Good communication skills, both written and verbal, to successfully advocate for and mobilize action to promote freedom of association and right to collective bargaining principles.
• Clear commitment to mainstream gender into project activities.
• Ability to lead and work in a team and good interpersonal relations.
• Ability to train and guide personnel.
• Ability to work under time pressure and meet deadlines.
• Ability to work in diversified environments.
• Proficient in basic computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office.
• Ability to work independently with a minimum of supervision.
• Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
