Background
The Bantwana Initiative of World Education, Inc. is a recognized leader in delivering integrated comprehensive interventions to improve HIV outcomes and the quality of life for orphans and vulnerable children (OVC) and families affected by HIV and poverty. We deliver comprehensive, integrated programming that addresses the complex realities and needs of these children. This includes ensuring access to social and child protection; education; and health, HIV/AIDS, and post-abuse services. Bantwana programming works closely with individuals, families, communities, and governments to respond to these critical needs, while addressing the structural drivers of HIV, increase resilience and decrease the risk for and impact of HIV/AIDS

The USAID/Uganda Integrated Child and Youth Development (ICYD) Activity aims to improve learning outcomes, advance HIV epidemic control in Uganda, and ensure that children and youth have the opportunity to lead resilient, healthy and productive lives. ICYD will deliver critical HIV/GBV/violence prevention and response services to children and youth and their families in communities, clinics, and schools. Within USAID’s Journey to Self-Reliance Framework, ICYD will build the operational and technical capacity of four Ugandan Primary Local Partner (PLP) organizations to become direct recipients of USG funding within two years while strengthening government capacity to deliver core services to children within an integrated referral network and case management system. WEI/Bantwana is a leader in OVC programming and organizational capacity development in high HIV prevalence countries in southern and eastern Africa.

Scope of Work
The Bantwana Initiative of World Education (WEI/B) provides technical assistance to four PLPs who deliver comprehensive and prevention services to 177,000 OVC and caregivers across 29 districts in all regions in the country. Over 90% of the caseload is made up of children and adolescents living with HIV (C/ALHIV), HIV exposed infants (HEI) and their mothers living with HIV, children of female sex workers, children of nonsuppressed caregivers living with HIV and sexual abuse survivors. In Year 2, children that do not meet the PEPFAR benchmarks for graduation from the program will be transitioned to ICYD across 15 districts currently supported by CDC implementing partners. ICYD expects that nearly 100% of children transitioning to the ICYD program will be HEI, C/ALHIV, and will include small subsets of children described above.

WEI/Bantwana seeks an OVC Transition Consultant to provide transition support activities across 15 CDCsupported districts to the ICYD Activity in Year 2. The OVC Transition Consultant will manage all aspects of the transition process, including supporting new local partners in Year 2 to participate in all transition activities. The consultancy is expected to last from July through December 2021. Applicants with established relationships with the Ministry of Health and existing USAID or CDC HIV implementing partners highly encouraged to apply.
Applicants must be based and have a valid work permit to work in Uganda.

Job Summary
The consultant will support the following:
• Manage all relationships with outgoing partners, USAID, CDC, in consultation with ICYD.
• Ensure a shared and documented understanding of roles, payment and reporting responsibilities and timelines between outgoing CDC IPs, USAID, CDC and ICYD.
• Represent ICYD in all USAID hosted transition meetings..
• Coordinate, facilitate and minute meetings with ICYD Activity staff, incoming NPs, clinical partners, and other government and OVC stakeholders to ensure smooth transfer of information critical for successful implementation.
• Create, monitor and regularly update a deliverable timeline that tracks and monitors all aspects of OVC transition activities.
• Arrange/facilitate joint verification exercises with outgoing and incoming NPs, including validation exercises to ensure transitioned OVC meet ICYD enrollment criteria and that all relevant contact information is handed over while maintaining confidentiality.
• Facilitate joint validation of community structures being transferred to the ICYD Activity and facilitate uptake by the new local partner.
• Support the handover of OVC transition reports, household case files and locator form used to reach and monitor hard to contact families
• Attend and minute OVC transition activities, including district entry and clinical partner meetings, staff recruitment and procurement needs, and table any emerging issues with ICYD OVC team.
• Work with ICYD Senior team to provide guidance to partners on key performance related issues, i.e. transportation and staffing needs, procurement of equipment etc.

Major Qualifications/ Requirements
● Demonstrated expertise in supporting USAID/PEPFAR funded HIV or OVC programs in Uganda strongly preferred
● Established relationships with the MOH at national and district level and established relationships with HIV clinical implementing partners preferred.
● Minimum of 5 years of experience in a senior management or advisor position, focusing on partner and stakeholder management.
● Documented experience in working with local partners providing OVC care and support.
● Experience working with and developing relationships with national partners, local government and other stakeholder
● Excellent writing and communication skills
● Ability to meet agreed upon deadlines
● Access to laptop and phone for this assignment
