JOB DETAILS:
Job Purpose
He/she will be the key focal person for the implementation, management, and coordination of a mobile-based CommCare application. After an initial training by an external app developer, he/she will actively support the app development and oversee the roll-out of the system including user trainings. Throughout the project duration, he/she will be responsible for data management and analysis, data quality control, technical backstopping, and continuous system adaptations. The data management position will be part of the M&E department of the PCU and will require close collaboration with M&E and Programme management in Germany and Uganda.

Tasks and Duties Performance Area Key responsibilities
Development and testing
• Act as link between external app developer and TeamUp Uganda partners
• Periodically collect scoping information on data and reporting needs from implementing organizations.
• Support the external app developer in developing data flow (e.g., who enters data into which form etc.)
• Develop basic reporting from CommCare including quality control reports.
• Using data from CommCare to auto-calculate the indicator values and populate the figures in the TeamUp Uganda program’s Indicators Performance Tracking Table (IPTT).
• • Train core staff on how to use applications, do quality control and extract reports.
• Support the implementation of changes according to test results and user experience from TeamUp Uganda partners
• Training and backstopping for
• CommCare users.
• Provide technical backstopping support to database users, ensuring that any problems that arise with the database are resolved efficiently and in a timely manner.
• Troubleshooting of technical issues
• Train the core staff in use and basic modifications/alternations that may arise from time to time due to additions or removal of vital or unwanted elements and indicators from CommCare.
• Create roll-out plan and training schedule in collaboration with TeamUp Uganda partner and PCU M&E coordinator

Coordination and management
• To effectively chair the regular Data Technical Working Group (DTWG) meetings that are comprised of the IP field data officers, and coordinate execution of the resolutions to continuously improve the data management system.
• Consolidate data collected by local partners for reporting purposes and produce M&E reports.
• Consolidate and analyze advocacy specific data sets and provide the information to relevant IPs.
• Manage routine data, including data cleaning and entry in PowerBI software to ensure completeness and quality.
• Report any errors identified during data review to appropriate team members and assist in resolving issues.
• Mapping and visualization of CommCare data
• Establish a formal line of reporting with TeamUp Uganda partners.
• Conduct regular performance review meetings with the PCU M&E Coordinator providing updates on data analysis results identifying areas of action.
• Act as a link between Dimagi (software provider) and the PCU in collaboration with the M&E Officer at HQ
• Coaching
• Where possible support TeamUp Uganda partners on how to strengthen M&E tools
• Assist TeamUp Uganda partners with the interpretation of data analysis findings vis-à-vis project goals, objectives, and activities and discuss adequate adaptation measures with them.
• Participate in meetings of the M&E Working Group
• Documentation
• Mapping processes and workflows.
• Development of user manuals incl. SOPs and quality control check lists
• Development of troubleshooting guidelines for frequent technical problems
• Responsibility for Assigned Adhoc Duties
• Perform any other duties that may from time to time be assigned

Minimum Qualifications:
• A master’s degree in a related discipline like computer science, mobile app development, data analytics or a related discipline.
• A minimum of three years of experience in similar positions.
• Experience in working within a consortium with multiple partners. Coordination and management experiences are an added plus.
• Experience in the development and work with online, open-source data collection tools and approaches and or database environment and/or project management software (DHIS2, Kobo Toolbox, Open MRS, ODK, CommCare etc.).
• Experience with CommCare is an added advantage.
• Experience with design of routine social service data collection tools and systems especially in either all the sectors we are working in or at least one of them (agriculture, water or health)
• Experience managing and processing (cleaning, entering, aggregating, and generating reports from) of data using database platforms; Knowledge of database platforms (high-functioning user level required)
• Experience with interactive data visualization software (e.g., PowerBI)
• Demonstrated ability to train and build capacity of staff and users in the field is of advantage.
• Experience with mobile data collection and data management using CommCare is an added advantage.
