Q-Sourcing Servtec Group is looking for a competent, skilled, and experienced petroleum engineer – well construction Specialist for one of our clients Vallourec.
Job summary:
This position will take ownership and management of all aspects of our service offer. Taking responsibility for the overall service performance, this position will liaise with Vallourec top management and its International Oil Company commercial and operations teams on a regular basis.
This position requires high levels of technical knowledge on both products and field running operations as well as a high level of experience or appreciation for associated quality, health safety and environmental topics and issues. Experience with Major operators will be highly valued. This position being in daily contact with French expatriates from Vallourec Clients, French will be a great asset
The petroleum engineer will report hierarchically to the Tubular Management Services Director based in Paris and will therefore become part of the TMS global community, receiving support and guidance from a pool of experts around the world as and when needed. You will ensure all process and procedures are in place to deliver a high level of service performance safely without impacting the environment, ensure that vallourec contractors and key suppliers fulfil their obligations to the same level, non-conforming and closing corrective actions where they fail to do so, source, recruit and train your service team in-country with internal and external support and liaise with clients drilling and logistics teams on a regular basis to ensure a continuous and lean supply chain of products matching their needs. etc.
Key Roles and responsibilities
• Develop and implement TMS operational and QHSE procedures
1. Review online document library and benchmark Vallourec services bases where necessary to create a Vallourec Oil and Gas Uganda QA Manual.
2. Adapt and validate the procedure.
3. Implement the procedure locally.
4. Audit the TMS service bases periodically to ensure compliance.
5. Define, measure and follow up KPI.
• Human Resource
1. Liaise with local sourcing agent, create and place adverts in local newspapers.
2. Interview and hire candidates and create a training plan for each position.
3. Deliver training locally using existing VAM material and seek support internally where material does not exist.
4. Hire external training services where necessary.
5. Follow allocated training budget where possible.
• Financial Management
1. Define and agree the financial objectives with respect to the submitted. commercial proposals for services.
2. Follow allocated equipment and consumable budget where possible.
3. Monitor EBITDA results.
4. Take corrective action to keep expected objectives.
5. Coordinate with OCTG Regional Director during commercial negotiations throughout contract lifecycle.
• Coordinate with Regional TMS Development & Other Vallourec Affiliates.
1. Participate to prepare/support on other TMS offers in the region where workloads allow.
2. Coordinate with VFS to support each other during contract lifecycle.
• Establish Local Contractors & Partnerships
1. Identify local suppliers with assistance from local agent where necessary
2. Evaluate them if not already done during tendering phase
3. Establish partnership with support of Vallourec legal and purchasing teams
• Customer Focus
1. Participate and contribute to regular QHSE and collaborative planning meetings with Regional Sales Director.
2. Strive to meet and exceed customer expectations.
Qualifications and experience
• Vallourec OCTG product knowledge
• VAM Field Service running procedures
• TMS/consigned stock/VMI Project management
• 10 years seniority in the energy sector
• Logistics operations (storage, handling, inspection & transportation)
• Past experience in Oilfield
• International Experience highly valued
• High level of QHSE understanding
• Contractual understanding
• Troubleshooting regarding operations and giving advice and guidance to clients
• International trade (Incoterms)
• Tender response
• OCTG stock controls / inventory management systems
• FIFO, periodic inspection, stocktaking
• 3 years working with a reputable oil and gas company
• Delivering training
• Machine shop / VAM Licensee / Accessory experience
• QHSE audit qualifications
• Personnel management
