Partners in Population and Development Africa Regional office (PPD ARO) is part of the Global PPD which is a southern-led and southern-run Inter-Governmental alliance of developing countries that was founded during the International Conference on Population and Development (ICPD) held in Cairo, Egypt in 1994. PPD was founded to expand and strengthen South-South collaboration between and among the developing countries in the field of reproductive health, population and development in the context of implementation of the ICPD agenda. PPD has a membership of 27 developing countries, 15 of which are in Africa.
PPD ARO was established in 2007 in Kampala- Uganda, with a Vision to lead the coordination and promotion of South-South Cooperation towards the attainment of the global population and reproductive health agenda for Sustainable Development in Africa. PPD ARO's Mission is “toachieve its vision through sustained advocacy, capacity building, networking, knowledge management/sharing and transfer of good practices in the field of reproductive health and rights, population and development within the framework of south- south cooperation. To achieve her vision and mission, PPD ARO pursues four strategic thrusts: 1) policy and funding advocacy; 2) accountability for sexual reproductive health and rights commitments; 3) networking and building strategic southern partnerships; and 4) South-South best practices sharing and transfer.
JOB DESCRIPTION
PPD ARO and the African Institute for Development Policy (AFIDEP) are collaboratively implementing a 3-year project called Advancing African Leadership for Increased Domestic Investments in Health (ALDIH) which aims to increase domestic investments in, and foster effective utilization of resources for, health with a focus on primary health care (PHC), maternal, newborn, child, and adolescent health (MNCAH) in African countries. The project aims to realize a primary outcome of “increased use of evidence in decision-making on domestic health financing with a focus on primary health care (PHC), and women’s and girls’ health”. This primary outcome is expected to produce the project’s goal of “increased and efficient use of domestic health financing with a focus on PHC and women’s and girls’ health”
Working in close collaboration with staff at the Africa Regional Office and PPD member countries, the Policy Engagement and Communications Officer, will be responsible for designing, planning and delivering an effective programme of policy and public affairs work, with a strong emphasis on engagement and communication with member countries, policy and advocacy networks and other external stakeholders to deliver the ALDIH project goals.
Primary Functions of the Position
The Policy Engagement and Communications Officer will:
1. Manage designated ALDIH project components including preparing budgets, work plans and reports;
2. Lead on forging new and maintaining on-going partnerships with national, regional and international advocacy groups to deliver the ALDIH project agenda;
3. Assist in the design and implementation of interventions for collaborative inter-country exchange in the areas of health financing, population and development;
4. Lead communications and policy engagement activities, including developing and presenting information in a responsive, accurate and accessible way, for a range of different audiences;
5. Manage the organization’s communication platforms including updating the website and social media communication channels. Work will also include planning and generating content, delivering events, sourcing and producing blog posts, writing and editing publications, and online and social media engagement that cut across all the Organization’s activities and projects. Desktop Publishing skills is an added advantage.
6. Oversee the communication and publication of all organization information and material.
7. Perform any other duties assigned by the Regional Director.
REQUIRED QUALIFICATIONS
Academic qualifications
A minimum of a Masters’ degree in the field of Public Health, Health Economics, Demography or related Social Science discipline. A special bias on Health Financing, Communications and Public relations will be an added advantage.
Skills and competences
1. Demonstrated knowledge of reproductive health, population and development issues as elaborated in key regional and international frameworks and protocols like UHC, SDGs, ICPD, ALM, FP2030, etc.
2. Demonstrated ability to develop project proposals, implement, administer, monitor, and write both technical and financial reports for funded projects;
3. A deep understanding of policy landscapes and policy processes in multiple contexts to seize openings and entry points for advocacy and policy engagement.
4. Ability to initiate and develop new ideas and approaches to the Organization’s work and providing guidance on new trends in policy engagement, communication and advocacy.
5. Excellent communication, negotiation, diplomatic and inter-personal skills. Experience in policy dialogue and communication with high-ranking government officials;
6. Understanding of political and policy processes in sub-Saharan Africa, as well as the development landscape and the various players, is vital.
7. A professional understanding of French (both oral and written) will be an added advantage.
8. A compelling and creative digital communicator, with proven experience of planning, delivering and evaluating multi-channel campaigns
9. Computer expertise in MS Word, Excel, and PowerPoint. Expertise with the internet, particularly with accessing information and electronic forms of networking
Experience
A minimum of seven years of professional experience in the field of health or/and development, acquired within the public sector, NGO, UN, or any other international organizations
