JOB DETAILS:
About the role:
A Specialist is responsible for the identification and working closely with Private sector Actors to implement program components (access to skills, and markets as part of the Project delivery approach). The position holder will also work with the Project and MEAL team to ensure quality program implementation, monitoring, and evaluation

Key Duties and Responsibilities:
The key responsibilities of the role will be:
Project Technical Support
• Act as focal point for PSE-related activities
• With guidance from the Project Coordinator and Technical Team members, lead/support continuous market assessments that will inform programming.
• Provide technical input in leading PSE to support implementation. Participate in development of intervention strategies and implementation procedures in a participatory manner with on boarded partners.
• Support implementation of market development interventions to improve the way market’s function and champion integration of vulnerable households in market systems, whilst ensuring synergy and maximizing project impact.
• Work with the Project Officers and partner technical staff to ensure that the interventions are implemented in line with the project results frame, and is in compliance with the market-based approach, to ensure targets are met.
• In collaboration with the project team, conduct market monitoring activities, review the adequacy of project execution according to approved plans, targets and standards.
• Establish dialogue and partnerships among local business services providers, lead firms, producer and trade associations and other relevant market actors to facilitate development of business relationships and increase access to critical good and services to targeted households and strengthen market linkages among them. Financial Management
• Monitor the data collection related to tracking of cash payments to beneficiaries.
• Support the team where needed in the selection, the set-up and management of cash assistance modalities for the project, in alignment with sector standards of the banking institutions concerned.
Contribute to Program Quality Control, Learning and adaptive management.
• Work closely with project and partner staff to ensure technical quality of implementation and with GOAL Monitoring, Evaluation and Learning team to ensure accurate and timely reporting.
• Participate in monthly, quarterly and bi-annual partner coordination/learning and reflection sessions to leverage program learning and enrich intervention strategies across the Project area.
• Utilize evidence and data from MEAL team to guide reflection, learning and adaptation/ youth engagement strategies to attain efficiency and effectiveness within the agricultural market system.
• Participate in the planning of learning and review meetings that bring private and public sector entities together to collectively review and discuss technology developments and innovation and to examine private sector approaches to household and community challenges that can be incubated through public sector incentives.

Reporting and Coordination
• Provide input during the compilation of internal and donor reports (monthly, quarterly and annual), presentations and publications.
• Establish, cultivate, and maintain relationships with the ecosystem of Project stakeholders at regional and district level, including private sector firms/service providers, industry associations, civil society organizations, the donor, program beneficiaries, and others; ensuring buy-in for interventions to maximize impact.
• Conduct himself/herself both professionally and personally in such a manner as to bring credit to GOAL Uganda and to not jeopardize its humanitarian mission.
Direct Supervision and Performance Management
• Liaise closely with Project Officers and with MEL staff to ensure work quality oversight and team integration.
• Participate in refresher and specialized trainings as needed with staff and partners.
• Build PSA staff capacity in the areas as found appropriate.

Qualifications, Skills and Experience:
Essential

• Post graduate qualification in agri-business development or other relevant discipline, with proven track record in project design, business development and private sector engagement.
• Five years as a social or development expert with substantive knowledge and experience of private sector engagement initiatives for development projects.
• A demonstrated understanding of private sector engagement principles and ability to develop a vision for both private and public sector alignment/convergence.
• Experience in developing concept notes and project documents is essential.
• Experience working on cash/market based programming strongly preferred.

Desirable

• Experience developing and leading skills Based Learning programmes in partnership with private sector firms/service providers highly desired.
• Good knowledge/ understanding of Karamoja private sector context.
• Excellent skills in stakeholder mapping, outreach, engagement, and partnership development in support of program activities
• Demonstrated success working with private sector partners, international organization partners, and other key programme stakeholders creating linkages and fostering long-term productive relationships.
• Demonstrated track record of working in teams and fostering partnerships.
• Ability to work in a hands-on implementation capacity.
