How can you make a difference?
Under the direct guidance of the Supply & Logistics Manager, the Procurement Associate undertakes local procurement and assists in the day to day operations of supply.
The capacity of the Procurement Associate to effectively and efficiently carry out the above duties contributes to efficient planning, management and oversight of cost effective and timely delivery and utilization of locally procured S + E and expending of UNICEF resources which directly impacts on program delivery of goals and results. This in turn contributes to maintaining/enhancing the credibility of UNICEF as an effective and responsible manager of funds entrusted to the organization and to furthering UNICEF image as a competent organization for delivering cost effective and sustainable program results.
Summary of key functions/accountabilities:
• Provides input to and advice on the annual supply plan. Conduct data review and analysis for category management and development of procurement strategies. Conduct market research in relevant areas for UNICEF and advice on best approaches to obtain best value for money and sustainable procurement. Support product innovation and market shaping initiatives for specific categories of supplies and services
• Undertakes local procurement of supplies, equipment and services in accordance with competitive bidding process to enable the organization gain optimum value for expended funds, while ensuring that all UNICEF Financial Rules and Regulations on issuance of bids and LPOs are fulfilled.
• Assists in conducting regular market research to up-date data base of reliable suppliers and alternate sources of supplies for all ranges of commodities utilized by the organization.
• Follow-up with suppliers to ensure timely delivery of supplies to recipients, and prompt payments to suppliers.
• Verifies invoices ensuring that quantities, prices and conditions on supplies invoiced, are in accordance with the Local Purchase Orders.
• Prepares correspondence on supply matters and on queries from Supply Division, NYHQ and other Field Offices.
• Regularly up-dates bid file, local procurement SRQ files and LPO Chrono file.
• Prepares proposals and recommendations for CRC consideration, where purchase value exceeds relevant thresholds per transaction.
• Gives input to regular report on procurement status, for the benefit of Programme Sections, Zonal Offices and Management.
• Performs any other duties specified by the supervisor.
To qualify as an advocate for every child you will have…
• Completion of secondary education, preferably supplemented by technical or university courses in Business Studies/Commerce or equivalent qualifications
• Minimum 6 years of progressively responsible administrative and/or supply-related work experience (procurement, supply or logistics) is required, with at least 3 years in large organizations.
• Familiarity with UNICEF, UN supply procedures and systems is an asset.
• Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
