ORGANIZATION BACKGROUND
Friends of Christ Revival Ministries Uganda (FOC-REV) is a non-governmental, nonprofit making, non -political, inter-denominational charitable organization that was established in 1999 by a group of volunteers as a response to a crisis caused by HIV &AlDS and poverty in rural communities in Uganda. FOCREV Uganda exists to work with the poor and marginalized rural people to improve their livelihood and increase self-reliance through education support, health services advocacy, food security and networking.

FOCREV has entered into partnership with Catholic Relief Services to implement Sustainable Out Come for Children and Youth interventions in Hoima and Luwero Districts Over a period of two Years and would like to recruit competent and qualified people to till the following vacant positions.

Title: Procurement and Logistics Officer
Location: Head Quarter
Responsible for the overall direction of procurement and logistics activities in FOCREV this includes ensuring robust procurement, fleet, warehousing, and asset management.

KEY RESPONSIBILITIES
Specific Tasks and Responsibilities Procurement

• Ensure the organization‘s procurement guidelines are adhered to in all West Nile offices.
  
• Actively engage and support the program teams in procurement planning to ensure timely delivery of project inputs and activities.
  
• in liaison with Country Office Kampala, identify, negotiate and implement contract & framework agreements which result in efficiencies in line with financial and forecasting requirements.
  
• Maintain accurate auditable records of all procurement process.
  
• Build supplier, category and market understanding through performance management, research and stakeholders briefings which result in the management of commercial issues throughout the procurement cycle.

Logistics

• Prepares and reviews budget requirements of logistics activities and directs consolidation of logistic budget.
  
• implement the organizations asset management strategies i.e. monthly updating of asset register, bi-annual physical asset verification, and annual insurance of assets.
  
• Ensure a robust fleet management system is implemented in West Nile.
  
• Consolidate the West Nile monthly logistics reports for submission to Country Office.
  
• Ensure monitoring of use of purchased goods and materials.
  
• Assist the Area Manager in overseeing security of the organizations premises.

Coordination

• Analyze Supply Chain Systems i.e. procurement, logistics and warehousing are working together to fill orders and deliver goods, services on a timely basis.
  
• Consolidate and quality assures the monthly procurement and logistics reports tor onward submission to country office.
  
• Prepare timely and accurate management information covering aspects of stakeholder engagement in the procurement process.

REPORTING ARRANGEMENTS
The Procurement and Logistics Officer is responsible to and reports to the Finance and Administration Manager.

QUALIFICATIONS

• Minimum of Bachelor’s degree in Logistic and Procurement.
  
• At least 3 years procurement experience in busy organization.
  
• Strong interpersonal communication and organizational skills.
  
• Familiarity with computer oriented procurement systems preferred.
  
• Familiar with commodity management tracking systems.
  
• Fluency in English
