Purpose
Will be responsible for managing Community Development Officers (CDOs), implementing HFW’s Community Development Program, which includes providing technical assistance to Multi-Purpose Cooperatives and managing engagement activities with other National and Community stakeholders..
Position Responsibilities
Program Implementation – 60%
The Program Officer will be responsible for coordinating and participating in the implementation of ALL Community Development programs at HFW. These will include, but not limited to, the MOFA Project, the Water and Sanitation Project, Nutrition Project, and Tree Breeding Project. Specifically, the Project Officer will be charged with;
• Strengthening the organizational and financial management of cooperatives and the development of new cooperatives,
• Training local government officials, CBO leaders, and cooperative leaders in the Cooperatives Methodology so that these trained trainers can train cooperatives directly,
• Contributing towards upgrading of cooperative societies to become effective production, trading, and service cooperative societies in order to support the development of target communities,
• Strengthening the capacity of existing women and youth groups through ToT trainings and guided support in consultation with District and Cooperatives staff,
• Participating in the program review, design and implementation plans to identify beneficiaries and their needs,
• Facilitating the implementation of Cooperatives democratic organizations controlled by their members who actively participate in setting their policies and making decisions,
• Building Cooperatives capacity and skills for their members, elected representatives, managers, and employees so they can contribute effectively to the development of their cooperatives,
• Promoting savings models within the Cooperatives and developing savings and credit modular materials including training methodology for community savings facilitators,
• Providing mentoring and coaching to producers and producer groups to build local capacity for understanding and connecting with markets,
• Monitoring, Evaluation, Reporting, and Learning (MEARL) – 35%
• Preparing monthly, Quarterly, and Annual program reports,
• Contributing and participating in the mid-term and term evaluation of the cooperatives documenting all information related to project successes and best practices, creating a bank of pictures, videos, and most significant change stories on the project, and documenting and reporting initial market assessment findings,
Education, Experience, and Qualifications
• A bachelor degree in Community Development, Development Studies, Economics, Business Studies, or related fields,
• Previous demonstrated experience in Monitoring, Evaluation, Reporting and Learning is a requirement,
• Ability to construct, interpret, critique budgets and track expenditure,
• At least 6 years of experience working in the community development sector,
• Demonstrate ability to foster partnerships with community and/or Government agencies/organizations and groups,
• Knowledge of community development, empowerment and mentoring approaches Research, monitoring and evaluation skills,
• Experience with small business financing, market analysis and market research,
• Demonstrated experience in monitoring and evaluation
• Good oral & written communication skills
