JOB DETAILS:

THE POSITION
Since 2009, IDLO has delivered programs and undertaken research on health law and human rights in the development context. In this area, IDLO has promoted the use of the law to advance the right to health for all and has strengthened the capacity of countries to apply the rule of law to address public health challenges. IDLO’s Health Law Programme is grounded in the human rights-based approach. Its programmatic focus has included HIV and non-communicable diseases (NCDs) and, more recently, pandemic preparedness and social determinants of health. Geographically, IDLO has implemented health law programs in all regions. Since its inception, the Health Law Programme has built strategic partnerships with UN system organizations, including WHO, UNAIDS, UNDP, and academic partners on global health, law and rights. The Health Law Team is responsible for the development, implementation, and support of health-related programs within IDLO.

The Health Law Programme fits squarely within IDLO’s Strategic Plan 2021-2024 and Strategic Objective 6 ‘Rule of law, advances healthy lives and well-being for all’. It contributes to the 2030 Agenda by working at the intersection between SDG 16, SDG 2, SDG 3, SDG 5, and SDG 13. These goals are interrelated, in that justice is realized when all people, including women and girls, have equal opportunities to live healthy lives.

As part of the team and reporting to the Health Law Programme Lead, the Programme Coordinator works in close collaboration with the Health Law Team based in Rome, IDLO’s Uganda Country Office, and internal support functions (e.g., Human Resources, General Counsel, Finance, Procurement) to support the implementation of the Health Law Programme. The Programme Coordinator is responsible for the overall program cycle support, including formulation, implementation, and financial and quality compliance. The Programme Coordinator ensures that Health Law-related programmes are efficiently and effectively managed while maintaining internal controls.

Summary of Functions

Support day-to-day Programmes implementation and ensure consistency with project design and delivery and with IDLO processes and procedures;
Monitor Programmes activities to ensure compliance with contracts and procedures and that Programme cycle quality controls are in place; and
Contribute to Health Law Programme Development.

Key results expected

1. Support day-to-day Programmes implementation, including work planning, budget management, monitoring, and reporting, and ensure that all project phases are consistent with the project design and delivery schedule and in accordance with IDLO processes and procedures.
1. Manage the coordination of work and information between IDLO Offices, in particular between Headquarters and the Uganda Country Office;
2. Support the development of implementation plans by means of standardized Programme cycle management tools, logic models and frameworks, work plans, and others;
3. In collaboration with the Health Law Team and relevant HQ Departments, coordinate and monitor the local implementing partners’ daily work and programme implementation issues, including revisions to projects design, work plans, and reports, making recommendations for timely and optimal course corrections;
4. In collaboration with the Health Law Team, draft, collate, and provide inputs for the finalization of internal and external reports, including Donor Reports, ensuring these highlight the value and impact the Programme/activity brings;
5. Collaborate and communicate regularly with the Finance Unit to build accurate financial forecasts, including reviewing financial reports and identifying in advance areas of over-or under-spending, and flagging any urgent budgetary issues to the supervisor/budget holder; and
6. In conjunction with HR, support in the timely identification and screening of Programme consultants/contractors and processing of contracts.

2. Monitor Programme activities to ensure compliance with contracts and procedures and that Programme cycle quality controls are in place.
1. Ensure that internal procedures and guidelines are observed, recommending corrective action and consulting the appropriate department about potential compliance issues. Monitor compliance with Programme contracts and subcontracts;
2. In collaboration with relevant IDLO Departments, support the evaluation of Health Law Programmes;
3. Ensure Programme deliverables meet quality standards and proactively seek input from relevant substantive internal experts; and
4. Conduct research on legal, political, social, and economic events, trends, and/or developments relating to the Programme; respond to internal and external requests for such research.

3. Contribute to Health Law Programme Development.
1. In coordination with the Programme Lead, generate ideas, identify new Programme opportunities, and provide substantive input in the development of proposals or concept notes aimed at innovatively expanding IDLO's Programme portfolio in line with country/regional/organizational strategies;
2. Be responsible for the design of implementation plans by means of standardized Programme cycle management tools, logic models and frameworks, work plans, monitoring reports, and others; and
3. Collaborate with country staff and local partners, ensuring that perspectives and expectations are shared in the implementation of the Health Law Programmes and gathering support in their implementation.

Job Requirements
Education and Work Experience

1. Advanced university degree in international development, law, public administration, business administration, public policy, or other relevant social sciences is required;
2. 3 - 5 years of relevant professional experience, ideally within an international organization, are required;
3. Previous experience in a similar role is desirable;
4. Professional experience in capacity development and Rule of Law Programming would be an asset; and
5. Relevant work experience in the region and a good understanding of the context and networks is desirable.

Languages
1. Fluent oral and writing skills in English are required; and
2. Knowledge of other UN official languages is an asset.

Specific knowledge, skills and competencies
1. Familiarity with standard program and data management methodologies, tools, processes and results-based management and monitoring and evaluation principles;
2. Excellent written and verbal communication skills;
3. Good knowledge of Microsoft Word, Excel, and PowerPoint. Proficient use of other ICT software and internet software;
4. Works well with others and actively participates. Shares information contributes, encourages, and motivates others to become involved in team activities. Provides constructive feedback and willingly helps others;
5. Contributes to a fair environment that fosters collaboration and cooperation;
6. Works effectively across and within IDLO organizational boundaries;
7. Proven ability to see through tasks set and deliver results;
8. Ability to work under pressure with tight deadlines, flexibility, and an entrepreneurial spirit;
9. Ability and willingness to travel in the East Africa region, if necessary; and
10. Keen sense of ethics, integrity, and commitment to IDLO's mandate.
