JOB DETAILS:
The Democratic Governance Facility ( DGF ) is a multi-donor funding mechanism aimed at strengthening governance, promoting and protecting human rights, enhancing access to justice, and improving accountability in Uganda by working with state and non—state institutions at national, regional and district levels throughout the country.

Building onto the achievements of the first phase of the DGF (July 2011 — December 2017), the facility is now implementing a five year governance programme (January 2018 — December 2022) funded by seven development partners: Austria, Denmark, European Union, Ireland, the Netherlands, Norway and Sweden.

The overall vision is "a Uganda where citizens are empowered to engage in democratic governance and the state upholds citizens’ rights". To achieve this vision, the programme works towards four high-level outcomes: (i) strengthened democratic processes that respond to citizens‘ rights, (ii) strengthened rule of law and improved access to justice, (m) increased protection and fulfilment of human rights and gender equality, and (iv) improved citizens’ inclusion and engagement in the decision-making processes‘

To contribute to these four high-level outcomes and ultimately the vision, DGF's work is encapsulated in three broad and interconnected domains called "spheres"; each identifying and analysing governance issues upon which decisions on whether or not to launch an area of intervention are based through mainstreaming and targeted interventions DGF aims to reduce gender disparities, promoting youth engagement and reach the most vulnerable people in Uganda.

Job Title: Programme Manager
Duty station; Democratic Governance Facility Management Unit (FMU) in Kampala

Main purpose of the job:
Reporting to the Deputy Programme & Learning Manager, the Programme Manager is expected to have strong capability in supporting state and non- state actors in promoting democratic governance work in Uganda. The Programme Manager will participate in relevant programme analytical work; project proposal and budget development; monitoring partner project implementation and providing technical support; and ensuring quality assurance to the DGF supported work of the implementing partners.

Key Responsibilities:

  • Develop and update the theory of change for high level outcome 1 "strengthened democratic processes that respond to citizens’ rights” and align it with the overall DGF results framework and theory of change.
  • Provide a contextual analysis of national and international key developments related to civic and political affairs and recommend best practices to be adopted.
  • Contribute to the design of calls for proposals; participate in review of submitted proposals and selection of competent partners for funding in line with DGF terms and conditions.
  • Oversee the disbursements of funds to partners and review their financial reports to ensure compliance to DGF partner financial guidelines.
  • Monitor and provide support to partner project implementation
  • Manage the relationship between DGF and lPs. including ensuring consistency in interaction/ messaging and support across all teams.
  • Assist the Organizational Development Advisor and relevant subject matter experts in conducting partner organizational assessment and design strategies for building the capacity of partners in the relevant areas.
  • Review partner's procurement requests in a timely manner to ensure they adhere to DGF procedures.
  • Provide advice to the Programme & Learning Manager (PLM) and DPLM on the interventions as well as Sphere direction.
  • Build and maintain robust working relationships with key stakeholders including state and non-state partners.
  • Contribute to the preparation of annual and quarterly work plans for the Sphere and report in line with the DGF results framework and M&E Strategy.
  • Promote and monitor the mainstreaming of crosscutting issues such as gender and youth into the activities of implementing partners.

Required Qualifications

  • An advanced University degree in Political Science, Social Science, Law, Development studies, Human Rights or related area.
  • Experience in project planning and management, financial management, monitoring and evaluation. Experience in managing (sub) grants to national state institutions and national NGOs preferred.
  • Minimum of five years’ experience of analysing and working with governance issues, relevant government/state institutions, political parties, and civil society organizations.
  • Track record of maintaining constructive relations with partners and managing financial and technical support.
  • Competencies of result based management, programme design and implementation, budget development, capacity developmentl organisational development, monitoring and evaluation.

  • Strong governance subject matter analytical capacity, Strategic Planning, Leadership & Team building, Collaboration & Partnership, Strong Decision Making, Contract Management & Budgeting, Programme Knowledge and Reporting & Documentation.
