JOB DETAILS:
The national Programme Manager is a staff position within Johanniter International Assistance in Uganda. The overall objective of the position is to coordinate, oversee, implement and guide all Johanniter programmes in Uganda and to ensure their quality in line with internal Johanniter, donor and stakeholder standards.

Job Responsibilities and Accountabilities
• Overall job purpose Based in Kampala with frequent work in the field and working directly under the responsibility of the Head of Mission Uganda, the Project Manager will be responsible for the overall coordination, technical representation and oversight, implementation, guidance and quality of the running and future project/s
• Actively supports the values of Johanniter and shapes work accordingly
• Contributes to the development and implementation of the global strategy of Johanniter International Assistance Project Management
• Coordination and supervision of the implementation (planning, monitoring and evaluation) of the Johanniter projects in Uganda
• Responsible for ensuring partners meet project objectives and that budget expenditure is on track
• Provides supervision and support to Johanniter programming activities (e.g. nutrition, health, WASH, FSL)
• Ensures donor compliance and adherence to internal Johanniter policies and guidelines, Ministry of Health and other relevant guidelines.
• Reports regularly to the Head of Mission, Programme Coordinator in HQ and other stakeholders. - Oversees the collection and timely reporting of data and statistics for all projects in line with Johanniter and nutrition/health/WASH cluster guidelines and according to internal and donor requirements. • Ensures all stakeholders are provided with updates, following the established reporting structures.
• Supports partners to ensure that local procurement and purchasing is done according to the project proposal, the procurement guidelines and in consultation with the JIA Finance Manager and Logistics Officer. Staff and Partner Development - Recruits and supervises national project staff in collaboration with the Head of Mission / responsible HR person
• Ensures capacity building of local partner organisations and project related staff as per the needs identified Project Development
• Identifies further needs in the areas of health, nutrition & food security / WASH, and undertakes assessments as necessary, supports in writing project proposals and in developing local strategies in the area of health, nutrition and WASH Strategic Planning, Leadership and Representation
• Represents Johanniter International when liaising with local authorities and partners, in coordinating with other NGOs, International Organisations, donors, etc. and is the first point of contact for them when the Head of Mission is not on site.
• Contributes to the development of the Johanniter Country strategic plan, based on the global Johanniter strategy, in cooperation with the Head of Mission as required
• Ensures project staff in the field office understand and apply the Johanniter global and country strategy, organizational core values and procedures
• Ensures that key information is shared between the senior management team and field project staff in Uganda
• Fosters a positive and inclusive work environment dedicated to the core values and mission of Johanniter
• Ensures cross-departmental communication is efficient and effective through regular field management meetings
• Builds capacity of project local staff by regular meetings, coaching/mentoring, preparing and enforcing training plans, plans for improvement
• Attends heath cluster meetings or ensures that designated staff attend - Supports media and press work in conjunction with Johanniter spokesperson Other
• Assists the Head of Mission in monitoring the security context and when in the field, ensures that all staff follow the security guidelines
• Represents Johanniter in relevant forums and networks
• Regularly coordinates all the above mentioned aspects with the Head of Mission and the Programme Coordinator in Berlin
• Translates guidelines and templates for the programmes as required
• Supports the Head of Mission in other tasks as requested Person Specification Professional

Qualification and Experience:
• BSc or MSc degree in a relevant field
• At least 3 years’ experience in project coordination in a humanitarian context/international development
• Experience in coordinating public health/ health/ nutrition/wash/ livelihood/ rehabilitation / DRR projects including project accounting and managing of donor funds (EU, UN, German Foreign Office and Ministry of Cooperation etc.)
• Experience in conducting health and/or livelihood baseline assessments, including SMART surveys - Experience in Monitoring and Evaluation, writing proposals and reports
• Experience in staff management and capacity building
• Experience in working with international and national partners, donors, health and other authorities
• Experience working in an insecure context - Previous working experience in Uganda desirable Skills: - Strong management, project planning and organizational skills
• Clear vision on programme development Programme Coordinator Uganda
• Strong analytical, written and oral communication skills;
• Ability to work in a remote location in an unstable security environment;
• Cultural sensitivity and team competence; - Sense of delegation and commitment to local capacity building;
• Common sense and being proactive;
• Fluency in English Travel to project sites is part of the job
