JOB DETAILS:
Our client the Embassy of Sweden in Kampala, Uganda supports development programmes in Uganda. The Embassy of Sweden has been actively engaged in supporting development programmes in the area of Human rights, Democracy and Rule of law through providing support to Ugandan institutions including the civil society. The Embassy is now seeking to hire a short term professional to fill the position of Programmer Officer, Human Rights, Democracy and Rule of Law. This is a full-time, one-year temporary position.

The key responsibilities will include:

  • Management of development cooperation projects/programmes including preparations, risk analysis, performance review, financial monitoring, managing audit processes and report preparation;
  • Offering political analysis and advising on democratic governance, human rights and rule of law;
  • Engaging with partners and non-partners on issues of importance to Sweden;
  • Collaborating with other donors; and
  • Representing the Embassy at official events.

Minimum qualifications, experience, knowledge and skills
The ideal candidate should possess;

  • A Bachel0r’s degree in Law, Political Science or related field;
  • Postgraduate qualification in Law, Political Science or related field;
  • Membership to a relevant professional law or human rights body;
  • At least 7 years of relevant professional experience of working with democracy, human rights and/ or rule of law;
  • Experience of working with development interventions and civil society organisations;
  • Documented experience of managing projects/programmes, including financial matters;
  • The ability to apply political and institutional analysis and use this to influence strategic planning and programming;
  • Experience in managing programmes relating to conflict or transitional justice;
  • Knowledge about the public sector and political processes in Uganda;
  • Good interpersonal skills and ability to network with relevant stakeholders; and
  • The ability to apply human rights based approaches and a gender perspective to development programmes.
